This is an exciting, unique opportunity to truly feel rewarded with the work you do everyday. This position is based in Mayetta, Kansas supporting the Prairie Band Potawatomi Nation. The Social Services Administrator is responsible for the overall leadership and management of the Social Services Department. This includes the Child and Family Services, Vocational Rehabilitation Program, Tribal Victim Services, Prevention Services, Child Support Services, and Adult Services. The Administrator is responsible for policy development and revision, meeting with community members and work with community issues relevant to them, grant writing, program development, grant managing/reporting, budget development/reporting/monitoring. Establishes and maintains relationships with outside agencies including Kansas SRS and BIA, etc.

EssentialFunctions&Responsibilities:


Provides overall leadership and management for Social Services Staff and Program Services.

Directs program and department planning and development. Establishes and assures compliance with program policies and procedures. Monitors, analyzes, and assess programs for results, objectives, and program needs. Ensure the cooperation and collaboration of all Social Services programs to assure that the highest level of services is provided to the community. Works cooperatively with Tribal Court and attends Tribal Court sessions related to program client issues.


Develops and administers grants and/or contract with staff, federal, state and private agencies and ensures grant compliance including meeting goals and objectives as well as the proper financial fiscal management of grants. Prepares and submits quarterly and annual program reports. Negotiates and formalizes agreements between child welfare, local state and tribal agencies. Formulate budgets in compliance with Social Services goals.

Attends and participates in meetings with state, federal, local, tribal and private agencies. Conducts and participates in conferences/seminars related to funding sources. Meets with community members as requested to answer questions and listen to community concerns. Conducts community forums and informational meetings as necessary and requested by General Manager, Tribal Council, or General Council.


Directly supervises six employees, indirectly supervises 16 employees, which includes, but is not limited to, assigning and reviewing work, instructing, training, establishing schedules and setting objectives. Reviews and evaluates employee performance. Conducts regular and structured meetings with staff. Works cooperatively within the office, Prairie Band Potawatomi Nation, and other agencies as needed. Other duties as assigned.

PerformanceMeasurements:

1. Successfully establishes and operates the Nation’s Social Services programs in compliance with all Tribal, state and federal regulations.

2. Successfully creates and monitors policy and internal operational procedures to ensure quality standards.

3. Demonstrates a successful understanding of revenue and expenses, ensuring budgets are maintained and identifying cost effective enhancements.

4. Follows safety and security protocols for the department and ensures staff are compliant with policies.

5. Exercises good judgment by making sound business decisions, understanding the impact and implications of decisions for the department; and makes effective and timely decisions when data is limited, or outcomes appear unfavorable.

6. Ensures timely quarterly/annual reporting to GM.

7. Maintains department equipment and vehicles to comply with the Nations policy.

8. Communicates effectively with GM and Tribal Council, as well as all Nation department representatives.

9. Attends professional development workshops, organizational meetings, etc.

10. Arrives at work on time and submits leave requests in a timely manner. Must work a minimum of 40 hours per week within the scheduled hours of 8am to 4:30pm.

11. Complies with the Nation’s human resources policies, procedures, and practices.

o Knowledge of ICWA as well as various federal and state grants.

o Knowledge in the development and implementation of Social Service programs to improve quality of life for target populations.

o Knowledge of Tribal compliance with government regulations.

o Knowledge in analyzing data to identify trends and gaps in existing Social Service programs.

o Knowledge of grant writing and policy creation.

o Knowledge of community development initiatives such as job-training programs, economic development, and public assistance programs.

o Knowledge of community resources and services.

o Knowledge of case management techniques.

o Knowledge of crisis intervention techniques.

o Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar, with the ability to communicate both orally and in writing.

Requirements:

Position Requirements:


MINIMUM: Five years of Social Services experience. Five to eight years of supervisory/managerial experience. Must have a valid Kansas driver's license or be willing and able to obtain a KS license within 30 days of hire and must be insurable with the Nation's insurance.

A record of satisfactory attendance and performance in all prior and current employment.

PREFERRED: Six or more years of Social Services experience. Nine or more years of supervisory/managerial experience. Previous experience providing services to Native American communities.

MINIMUM: Bachelor’s degree in social work, business administration, legal studies, human services, behavioral health, or a related health services field.

PREFERRED: Master’s degree in social work, business administration, legal studies, behavioral health, or a related health services field. Licensed Social Worker (LSCSW).


Background Investigation and Pre-Employment Drug Screening required. TB Test Required

Employment Code of the Prairie Band Potawatomi Nation.

Preference will be given to individuals to the extent required pursuant to Section 22-2-4(B).

Requirements Driving required position.

Indian Indian preference exercised, preference.
