SME 3 - Design Engineer - Executive Level – 703729 - SRS

JOB SUMMARY

Duties/Responsibilities:

Provide Design Engineering support to the Savannah River Plutonium Processing Facility (SRPPF) project as an Off-Site Design Engineering Integrator for Merrick (Subject Matter Expert-3). Primary responsibilities include oversite of Architect Engineering (AE) firms by providing communication to the SRPPF project leadership team. Communicate by providing design information requests, problem identification and resolution issues, resource allocation issues, project management issues, and design review comment resolution. Additional duties and responsibilities:

• Attend Daily meetings on location.

• Participate in routine calls/meetings with SRNS personnel.

• Act as the SRNS Point of Contact for questions / issues for both SRNS and Engineering Firm personnel.

• Identify potential project issues on location.

• Act as SRNS point of contact with the engineering managers project management team and others.

• Provide interface between SRNS and off-site entities to maintain timely and effective communications.

• Establish relationships with SRNS and off-site personnel and management to ensure open and clear communications.

• Assure off-site tasking is being performed on schedule, within budget and with first time quality.

• Work with SRNS Control Account Managers (CAM's) and management teams to provide performance feedback.

• Break down barriers that are hindering program success.

• Contribute to the definition of the manufacturing process and equipment to be utilized within the assigned space identified.

• Assist in reviews including program performance, risk analysis, change management, training, and worker qualification requirements.

• Obtain lessons learned and forward to appropriate parties for evaluation and implementation.

• Develop and implement written procedures necessary to perform off-site assignments.

• Monitor activities and configuration of the structure, systems, and components to ensure adherence to the scope of work assigned.

• Be aware of any issues/action items identified and identify the responsible party is for each item.

• Participate in regularly scheduled meetings and provide input as required.

• Enforce compliance with Site engineering requirements.

• Provide Design Engineering integration and act as an information conduit to the SRNS Project Engineering Manager.

• Provide timely feedback and recommend solutions to management to improve or mitigate problems affecting execution and coordination between multiple sites.

• Provide written and verbal analysis and recommendations to management.

Work may be performed at: Savannah River Site (SRS); Los Alamos National Laboratory (LANL); Lawrence Livermore National Laboratory (LLNL); the Denver, CO and Los Alamos, and New Mexico-offices of Merrick.

All work shall be performed using SRNS systems/software.

QUALIFICATIONS

Education:

BS Degree in Engineering and Master’s Degree with 30 years of related experience.

Twenty (20) years of proven experience in management/executive role is preferred.

Experience/Skills:

Senior level management experience in Project Management, Program Management, Operations, and/or Engineering.

Previous SRS Design Engineering experience and working knowledge of SRNS design processes and procedures is preferred.

Demonstrate familiarity with administrative and technical procedures, practices, and processes affecting programmatic and facility activities.

Demonstrate the ability to comprehensively analyze technical and programmatic issues.

Demonstrate experience with baseline development, control, reporting, and change control processes.

Demonstrate experience with schedule and budget development and analysis.

Demonstrate experience with Internal or external review team participation.

Demonstrate effective interpersonal skills, verbal, and written communication skills.

Demonstrate skills using computer software including word processing, email, spreadsheets, power point, and databases.

Travel is required for this position:

Travel may be necessary to DOE-EM complex sites and/or DOE-EM HQ to complete execution of the work scope and will be requested by the End User/STR.

Travel to these sites may be necessary Savannah River Site (SRS); Los Alamos National Laboratory (LANL); Lawrence Livermore National Laboratory (LLNL); the Denver, CO and Los Alamos, and New Mexico-offices of Merrick.

Work Hours:

A 40-hour work week is scheduled. SRNS utilizes various work schedules; including 5/8s (8 hours/day; five days per week), 4/10s (10 hours/day; four days per week), and a 9/80s (9 hours/day, five days on week A and 4 days on week B). The work week excludes SRNS holidays. Each workday has a 30-minute lunch.

Area Security Access:

The candidate must be able to obtain and maintain a DOE “Q” security clearance.

An active DOE clearance is not initially required to perform assigned duties. Afterward, the selected candidate will be notified when to apply for a clearance based on specific work assignments.

Candidates who have possessed an active DOE clearance (“L” or “Q”) within the past two years are preferred.
