Since 2012, Silver Mountain has performed over $52 million in a variety of construction projects ranging from design-build to repair and renovation in a variety of locations. Silver Mountain manages both task order IDIQ contracts as well as competitive bid and sole source projects, including 100% design, design-build, demolition, facilities repair, DOD fuels systems, and new construction. POSITION PURPOSE:

The Project Site Safety and Health Officer (SSHO) is responsible for project and Site Safety by implementing and enforcing the applicable (USACE/USCG/DOD/NAVFAC/) safety standards, established and approved project Accident Prevention / Site Safety and Health Plans and North Wind Safety Program policies. The SSHO will perform the following: Exercise authority to stop work for conditions adverse to quality or safety; Ensure safe conditions exist at the job site; serve as a competent safety person, Ensure equipment and other project resources are in working order and to comply with the APP and associated activity hazard analyses (AHA).

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Conducts and/or participates in associated training, safety meetings and inspections.
  • Monitors safety and health regulations and provides technical support to managers and personnel to ensure compliance with USCG, DOD, USACE, OSHA, NAVFAC, federal and Guam safety and health regulations.
  • Responsible for and conducts safety oversight and enforcement for federal, state, and/or commercial construction sites and projects.
  • Ensures safe working conditions and work practices on federal, state, and commercial horizontal and vertical construction projects.
  • Implements Site Safety and emergency plans.
  • In conjunction with the North Wind Project Management and the Regional Safety Manager, investigates near misses, accidents / incidents, identifies root causes, identifies lessons learned, reports on the causes and solutions to ensure countermeasures are implemented in a timely manner.
  • With the help of Project Management, ensures subcontractor personnel attend daily safety meetings, necessary preparatory meetings, making sure they are aware of client and North Wind project safety requirements.
  • Conducts project specific safety orientations for visitors, new hires and subcontractors, and communicates and supports a proactive culture of Safety.
  • Participates and facilitates safety lessons learned.
  • Enforces all regulatory, base and company specific safety rules.
  • Performs job site inspections for safety.
  • Required to be onsite during construction activities.
  • Implements and documents on Site Safety inspections and monthly equipment inspections.

MINIMUM QUALIFICATIONS:

Education and Experience:

  • Must possess a high school diploma or equivalent.
  • Associate or bachelor's degree in Occupational Safety and Health, Construction Management, or a related field preferred
  • 5 years of construction industry safety experience on similar projects.
  • 30-hour OSHA construction safety class or equivalent within the last 5 years.
  • An average of at least 24 hours of formal safety training each year for the past 5 years.
  • Training for competent person status for at least the following 4 areas of competency: Excavation; Scaffolding; Fall protection; Hazardous energy; Confined space; Health hazard recognition, evaluation and control of chemical, physical and biological agents; Personal protective equipment and clothing to include selection, use and maintenance.

Skills and Abilities:

  • Working knowledge of Federal and AKOSH safety and health regulations, USACE EM385-1-1, USCG safety requirements and standards, as well as applicable consensus standards (NFPA, NFPA70e, NEC) as they apply to the project
  • First Aid, CPR, AED training through American Red Cross or American Heart Association
  • Ability and experience to serve as a competent person for the following safety areas relevant to construction projects:
    • Excavation/trenching; Scaffolding; Fall Protection; Confined Space; Health Hazard Recognition, Evaluation/control of chemical, physical and biological agents; and Personal Protective Equipment (PPE) and Clothing required
  • Ability to work effectively with a wide variety of construction personnel, professionals, as well as corporate management and staff and outside business associates
  • Good organizational, follow-up and detail-oriented skills; must be able to manage multiple project tasks and deadlines
  • Must possess a working knowledge of Adobe Pro, Microsoft Excel, Outlook, PowerPoint, and Word.
  • Must be able to work independently with minimal direction.
  • Must have a good understanding of applicable construction laws for local, state, and federal regulatory requirements.
  • Ability to make decisions, solve problems and exercise good judgment; ability to work under pressure and prioritize workload
  • Must be able to think strategically and anticipate risk management and safety trends and issues
  • Good oral and written communication skills, including thorough knowledge of proper grammar, advanced vocabulary, spelling, editing and proofreading skills
  • Ability to quickly become familiar with new industry and regulatory information and apply such information to risk management and safety programs

Special Requirements:

  • Valid Driver's License.
  • Must be able to pass a background check and be allowed access to federal installations.
  • Local Hire preferred
  • SSHO shall have Construction Health & Safety Technician (CHST) certification and have no other duties other than safety and occupational health management, inspections, and enforcement on this contract.

PREFERRED QUALIFICATIONS:

  • CHST, ASP or CSP certification preferred
  • HAZWOPER Hazardous Waste Operations and Emergency Response certification preferred
  • DoD Construction experience preferred.
  • Experience in Government contracting with NAVFAC Pacific and/or USACE

PHYSICAL DEMANDS:

  • Ability to sit and/or stand for extended periods of time.
  • Ability to walk, reach with hands and arms, talk, and hear.
  • Ability to perform repetitive movements of the fingers, hands, wrists and arms.
  • Ability to frequently lift and/or move up to 20 pounds and occasionally lift and/or move up to 50 pounds.

WORKING ENVIRONMENT:

  • The position will require work to be performed indoors and outdoors. The employee will be exposed to various weather conditions. Other hazards include, but are not limited to working near heavy equipment, noise hazards, chemicals, cleaning products, asbestos, lead based paint, contaminated soils and road traffic.
  • While performing the duties of this job, the employee is exposed to normal office conditions as well as potentially hazardous conditions while on project sites.
  • The noise level in the work environment is usually moderate.
