Position: Program Coordinator, SF Rapid Response Network
Program: Immigrant Rights and Community Empowerment (IRCE)
Reports to: Associate Director of Community Engagement


Compensation: $50-60k annually, Full-Time (1FTE), commensurate with experience. Benefits

Program Description:
The Immigrant Rights and Community Empowerment Program (IRCE), a program of Dolores
Street Community Services (DSCS), was established in 2018 to improve the impact of immigrant
rights work in San Francisco through coalition building and infusing the coalitions and their work
with a transformative/healing justice lens. IRCE provides leadership and coordination to the San
Francisco Immigrant Legal and Education Network (SFILEN) and the San Francisco Rapid
Response Network (SFRRN).
SFRRN's primary mission is to respond to Immigration and Customs Enforcement (ICE) actions in
San Francisco via community and legal support. The RRN is composed of the following strategies: a
24-hour hotline, site verification, attorney activation, legal observation, and accompaniment support.


Position Description:
The SFRRN Program Coordinator leads the programmatic and day-to-day operation of the San Francisco
Rapid Response Network, which is comprised of six community-based organizations, including DSCS, working
in collaboration with the San Francisco Immigrant Legal Defense Collaborative. This position oversees grant
management, facilitation, community partnerships, and advocacy for the network, and supports the supervision
of the Lead Dispatcher, also employed by DSCS.


Key Responsibilities:
Hotline Coordination
● Support a team of hotline dispatchers, including oversight for the Lead Dispatcher employed
by DSCS, and ensure consistency and quality of hotline coverage.
● Troubleshoot technical problems on the hotline.
● Facilitate trainings to new dispatchers and provide ongoing development support to all
dispatchers.
● Develop and create informational materials about RRN.
● Support detained San Francisco Residents connected through the hotline by leading public
education campaigns in partnership with an in-network attorney.


Facilitation
● Coordinate monthly dispatcher and bi-monthly partner meetings, including agenda
preparation, logistics, and inclusive facilitation.
● Facilitate monthly meetings, new partner staff onboarding, trainings, and orientation.
● Communicate and respond to informational requests about the hotline. Including but not
limited to coordinating requests for workshops as needed.


Grant Management
● Ensure grant requirements are reflected in project work plans, timelines, and budgets.
● On a monthly basis, track the deliverables for each of the agencies of the network,
coordinate data entry, process invoices, and compile narratives and reports for funders and
allies.
● Manage projects with multiple deliverables and deadlines based on government and private
funding.
● Support in the development of funding proposals and budget modifications.
● Complete annual MOU engagement process with partner organizations
● Respond to partner questions or concerns regarding reporting, billing, and miscellaneous
items.


Policy & Budget Advocacy
● Attend external and internal coordinating meetings and report back notes as well as action
items to the IRCE team & relevant DSCS staff.
● Represent SFRRN and support advocacy efforts around 'Sanctuary City' and 'Due Process
for all' policies for the city of San Francisco, to ensure the protections and rights of SF
undocumented residents.
● Filter media requests, schedule spokesperson trainings and draft talking points, as needed.
● Build partnerships with important city agencies and departments, for example: SFUSD,
SFDPH, Board of Supervisors to create, establish, and maintain Rapid Response protocols
that are city wide in case of targeted immigration enforcement.


Other Organizational Duties:
• Conduct business in accordance with the DSCS Employee Handbook, exercising sound
judgement and serving the best interests of the agency and the community
• Work within the framework of the agency's mission, vision, values, theory of change, and
commitment to diversity, equity, and inclusion, restorative justice, trauma-informed work,
and language justice.
• Commit yourself to treating each community member with respect and dignity.
• Perform other duties as assigned.
Desired Qualifications
● Bachelor's degree in Legal Studies, Immigrant Studies, Multiethnic Studies, or related fields OR
demonstrable commensurate experience
● Background in and passion for working with low-income and immigrant communities around issues
of affordable housing, land use, and/or immigrant & worker rights; familiarity with these issues in
the Mission District and San Francisco, highly desired.
● Demonstrated experience working collaboratively with diverse constituents. Comfort with
working in a multiracial, multi-lingual, and multigenerational coalition space.
● Experience with crisis intervention, trauma informed services and programming, and
managing volunteer programs is a plus!
● 2-3 years of experience coordinating a project, program or multi-partner engagement
(collaborative/network/coalition/partnership/taskforce) or equivalent experience in a
related position.
● Strong administrative background: attention to detail, organized, and has problem-solving
and analytical skills.
● Ability to work as part of a team and independently to manage priorities and prioritize work
with minimal supervision.
● Strong oral and written communication skills, including the ability to communicate logistics,
project timelines, policies and procedures, and decision-making processes to a diverse group
of individuals.
● Strong conflict resolution skills
● Computer skills: familiarity with Word, Excel, Zoom, Microsoft Teams, CRM, and other
basic online and digital organizing tools.
● Familiarity with San Francisco immigrant rights and/or existing relationships with network
organizations preferred but not required.
● Fluency in Spanish required, including ability to provide written translation of documents.
