Summary
This National Guard position is for a Sexual Assault Prevention and Response Coordinator (SAR WF) (Title 5), Position Description Number T5668000 and is part of the J9 located at Camp Williams UT, with the UTNG.
The selecting supervisor for this vacancy is Mr. Andrew J. Kalinen.
Priority will be given to all current, onboard employees of the UTNG.

Duties
Major Duties: This is not an all-inclusive list
As a Sexual Assault Prevention and Response Coordinator (SAR WF) (Title 5), GS-0101-12, you will:
  • Serves as the BDE Sexual Assault Prevention and Response Coordinator (SARC) to comply with Department of Defense (DOD) and National Guard Bureau (NGB) requirements to institute and administer secondary Prevention and support programs and activities for Sexual Assault and other areas of interpersonal violence and victim needs as directed by the BDE CDR.
  • Establishes Sexual Assault reporting process and accomplishes documentation for the BDE program while coordinating and collaborating with the State SAPR and subsidiary BDE's within the State. Advises and provides direction to BDE personnel regarding SAPR policy, guidance, requirements, and processes.
  • Serves as the BDE CDR's consultant and coordinator for Sexual Assault secondary prevention activities involving the institutionalization of respect and the Air/Army core values throughout the spectrum of human relations activities.
  • Develops BDE plans (to include spend plan routed to the State SAPR for approval), programs, and guidelines.
  • Executes budget geared to the BDE population and organization to address Sexual Assault Prevention and Response.
  • Creates and implements a communication strategy to expand awareness and knowledge of reporting options for Sexual Assault at the BDE.
  • Seeks, analyzes, and documents input about the program and up channels recommendations for modifications to appropriate stakeholders including the BDE CDR and State SAPR PM.
  • Recruits, screens, interviews, and coordinates appointment of full-time SAPR Victim Advocates (VAs).
  • Confirms full time VAs and Battalion collateral duty VAs are knowledgeable in DOD and NGBSAPR policies, understand unauthorized disclosures of confidential communication, and requirement for sensitivity and protection of victim privacy.
  • Coordinates with the State SAPR for performance related issues and concerns to include suspension and revocation of full-time VAs and Battalion collateral duty VAs credentials' as applicable and IAW DoD and NGB policy.
  • Establish BDE victim advocate recognition program.
  • Assesses the BDE need for the creation and/or modification of processes, procedures, contacts, and training necessary to carry out the program and meet DOD and NGB objectives.
  • Assessments include consideration of complicating factors at the BDE to develop processes, procedures, and training that is effective for all parties. Implements secondary prevention programs relating to Sexual Assault.
  • Regularly evaluates the BDE Sexual Assault climate, programs, response capabilities, core values, and training needs.
  • Conducts and/or assists commanders with accomplishment of mandatory annual SAPR training, commanders/leaders/supervisors, and pre/post deployment training of their unit personnel in accordance with applicable guidance.
  • Collaborates with State SAPR PM, subsidiary BDE SARCs to include Alt SARCs, VAs and other stakeholders to create and execute plans, outreach efforts, messaging, and activities for SAPR related events to include, but not limited to, Sexual Assault Awareness and Prevention Month.
  • Builds and maintains a BDE response and victim support system which addresses a wide variety of issues and problems.
  • Interacts with Equal Opportunity personnel and/or State Equal Employment Manager (SEEM) to address unlawful discrimination and sexual harassment. Establish contacts and relationships that directly affect victim care that may include, but not limited to: State SAPR PM, subsidiary BDE SARCs, to include Alt SARCs, VAs, Special Victim Council (SVC), Chaplains, Director of Psychological Health (DPH),Behavioral Health Officer (BHO), Surgeon General's Office, Provost Marshall, Staff Judge Advocate(SJA), Equal Opportunity personnel, and First Sergeants.
  • Coordination of victim care will be accomplished with State SAPR PM to provide a comprehensive response to victim needs.
  • Publicizes and advertises the local and state SAPR 24/7 response line(s), the DOD Safe Helpline information, and reporting procedures for Sexual Assaults.
  • Ensures that victims are treated in a dignified, respectful, and considerate manner by all assisting personnel.
  • Maintains up-to-date subject information and references to the various assistance organizations and publishes additional resources to BDE personnel.
  • Serves as the BDE CDR consultant on Sexual Assault Prevention, response concerns, and trends and representative involving all Sexual Assault issues on committees, working groups, conferences, and community meetings which may include being a liaison with the community Sexual Assault response team (SART).
  • Attends meetings, forums, briefs, etc. requested by BDE CDR and equips BDE CDR with most current program information using the health of the force data slides and other vetted resources.
  • Performs other duties as assigned.

  • Must be able to obtain and maintain a Secret security clearance.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
  • May occasionally be required to work other than normal duty hours; overtime may be required.
  • May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14calendar days per year unless otherwise approved in advance by the TAG.
  • Required to obtain and maintain receive the DoD mandated Defense Sexual Assault Advocate Credentialing Program (D-SAACP) certification and maintain certification through meeting annual continuing education training requirements.
  • This position is not eligible to be in the union.

Qualifications

GENERAL EXPERIENCE:
Degree: behavioral or social science; or related disciplines appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences.
OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
SPECIALIZED EXPERIENCE:
Have least 1 year specialized experience as a GS-0101-09? Must submit SF 50.
OR have at least 36 months experience that equipped the applicant with the particular knowledge of state Sexual Assault program administration, policies and practices in order to provide technical assistance to answer questions, solve problems, and explain issues. Comprehensive knowledge of a wide range of Sexual Assault Prevention and Response, executive orders, laws, regulations and policies, and relevant decisions to recognize and prevent Sexual Assault, and to make technical recommendations for decisions in resources and Response for Sexual Assault cases. Skilled in managing a program, to include organizing an office, problem solving, motivating others to take necessary actions, and negotiating allocation of resources for the program which is primarily the amount of the budget and the allocation of part-time victim advocates. Knowledge of the National Guard organizational structure to include, functional assignments to subordinate organizations, nature of their missions, and work force composition. As well as have expert speaking and writing skills to perform effective presentations, conduct training seminars, communicate with federal, state and local agencies, and medical facilities.
Education
Certified department of Defense Sexual Asault Advocate Certification or within 12 months of hire
