Under direct supervision, performs a variety of semi-skilled and skilled tasks in the construction, repair, installation, operation, and maintenance of public works. Work is generally routine or assigned daily and is frequently semi-skilled manual labor. Operate a variety of light-, medium- and heavy-duty motorized maintenance and construction equipment. Perform related duties as assigned.
Service Crew Members are required to understand the goals and objectives of the Public Works Department and to perform their work consistent with those goals and objectives. They are required to work cooperatively, safely, and efficiently to assist in the successful provision of public works services and/or the successful completion of public works projects.
DISTINGUISHING CHARACTERISTIC
This is the entry-level class in the Service Crew Member series. Under direct supervision, incumbents learn and perform a variety of duties in the construction, repair, installation, operation, and maintenance of public works.
Service Crew Member I is distinguished from Service Crew Member II in that the latter performs the full range of assigned duties, operates the full range of tools and mechanical equipment related to a specific assignment, exercises independent judgment while performing the more skilled maintenance work, and may provide functional and technical supervision
Essential Job Duties and Responsibilities
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to this class.
  • Break and remove asphalt and pavement; dig, shovel, haul, and load soils, sand, gravel, cement, asphalt mixes, and other materials, tools, and equipment; operate a backhoe to grade roads; patch potholes; lay, rake, roll, and iron hot asphalt.
  • Build and remove concrete forms, including curbs, sidewalks, and gutters; mix, set, trowel, and finish concrete, cement, and masonry; install street guard rails and barricades.
  • Mix paints; prepare surfaces for painting; paint interior and exteriors of buildings; paint street traffic lines, crosswalks, and other traffic markings; paint playground equipment, picnic tables, and other park items.
  • Plant, transplant, stake, tie, graft, and fertilize a variety of trees and shrubs; cut and removes roots; remove diseased, standing, or fallen trees; mix insecticides and sprays; use power sprayer, spray trees, plant, and shrubs on streets and other landscaped areas; perform weed abatement duties.
  • Sweep and shovel debris and litter and load trucks; clean storm drains and storm basins; assist in emptying loads at dumpsites.
  • Operate all public works equipment such as backhoes, loaders, dump trucks, trenchers, etc. effectively, safely, and efficiently and without direct supervision; clean and maintain equipment; inspect vehicles and report maintenance as required.
  • Operate air compressor and pneumatic air tools, including spaders, tampers, jackhammers, breaking guns, blowers, and concrete saws; operate hand and power tools and equipment for a variety of trades; maintain tools and equipment in proper working order.
  • Drive vehicles to work sites and set up and remove barricades to protect crews from street traffic; direct traffic in roadways to protect crews.
  • Perform and assist in installing traffic signs.
  • Clean up work sites upon completion of work.
  • Prepare and maintains a variety of records and reports of work performed.
  • Assist Lead Maintenance Worker in determining maintenance needs, such as inventory and estimated labor, material, and equipment required to complete assignments.
  • Perform general building maintenance and repairs; sweep, mop, and wash public restrooms; maintain corporation yard clean and orderly.
  • Perform routine operation and maintenance of City domestic water system, sewer system, and wastewater treatment plant; install and maintain water and sewer main lines.
  • Perform other related duties as assigned.

Minimum Requirements
EDUCATION AND EXPERIENCE
Any combination of education and experience that may provide the knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
  • High School Diploma or equivalent.
  • One year of semi-skilled experience in public works related to ground maintenance, construction, maintenance or repair work, and heavy equipment operation.

LICENSES AND/OR CERTIFICATIONS
  • Valid California Class B drivers' license with a good driving record and successful participation in the DOT Drug and Alcohol Testing Program.

Knowledge, Skills, and Abilities
Knowledge of:
  • Techniques and materials used in the maintenance and repair of streets, gutters, sidewalks, storm drains, and related facilities.
  • Maintenance, adjustment, and operation of complex light-, medium- and heavy-duty construction and maintenance equipment.
  • Practices of tree maintenance, including rigging and planting.
  • Operation and maintenance of a wide variety of hand and power tools and equipment common to the field.
  • Safe work methods and safety regulations pertaining to the work.
  • Proper placement of cones, barricades, and warning devices and directing traffic flow at job sites.

Skilled in:
  • Setting priorities and being able to meet assignment deadlines.
  • Good judgment, dependability, and adaptability.

Ability to:
  • Follow work direction and maintenance procedures at work sites.
  • Operate assigned equipment and vehicles safely and follow safe work practices and procedures.
  • Adjust and perform preventive maintenance and make minor repairs on vehicles and equipment.
  • Operate and maintain a variety of hand and power tools and equipment used in the work.
  • Perform heavy manual tasks for extended periods of time.
  • Keep basic written records of work performed.
  • Read and understand street maps and blueprints.
  • Understand and follow oral and written instructions.
  • Exercise judgment and initiative within established guidelines.
  • Establish and maintain effective working relationships with City management, staff, the public, and others encountered in the course of work.
  • Work nights, weekends, and holidays.
  • Work emergency callouts.

WORK ENVIRONMENT
  • Work is performed primarily in an outdoor environment.
  • Travel from site to site.
  • Exposure to noise, vibrations, dust, grease, smoke, fumes, noxious odors, gases, mechanical and electrical hazards, and all types of weather and temperature conditions.
  • Exposure to hazardous traffic conditions.
  • Work and/or walk on various types of surfaces including slippery or uneven surfaces and rough terrain.
  • Work at heights.
  • May be required to respond to emergency and public calls after hours including evenings and weekends.

Comprehensive City Paid Benefit Package
  • California Public Employees Retirement Plan (CalPERS) in accordance with the California Public Employees Pension Reform Act (PEPRA) Miscellaneous 2% @ 55 or 2% @ 62
