DEFINITION
To perform a variety of skilled and semi-skilled duties in the more complex diagnosis, maintenance and repair of wastewater collection facilities, including sewage lift (pump) stations, grinder pumps, pressure and gravity-flow pipelines, manholes, emergency power generators, buildings, grounds and light vehicle maintenance; to work collaboratively with supervisor to plan and schedule maintenance and repair projects; to estimate time, materials and equipment required for jobs; requisition of materials and to ensure inventory levels; and to operate a variety of heavy and light vehicles, specialized equipment, hand and power tools as required.

DISTINGUISHING CHARACTERISTICS
This is the advanced journey level class within the Wastewater Utility Maintenance Worker series. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed and the complexity of duties assigned. Employees at this level perform the most difficult and responsible types of duties assigned to classes within this series and provide lead supervision to lower level Maintenance Workers to ensure project completion. Employees at this level are required to be fully trained in all procedures related to assigned area of responsibility.
SUPERVISION RECEIVED AND EXERCISED
Receives supervision from assigned supervisory or management staff.
Provides lead guidance to Maintenance Workers.
Essential Functions:- Lead, plan, train, review, and oversee the work of staff responsible for the inspection of wastewater collection facilities for maintenance and repair conditions; perform maintenance and repair activities using heavy equipment, power and hand tools.
- Assign, schedule, evaluate and plan the maintenance, repair and construction of wastewater infrastructure; visit sites to investigate problems, create job layout, document necessary work, submit locate requests and communicate with the public.
- Assist in the preparation of the annual budget in areas of responsibility; monitor expenditures under the guidance of supervisor; recommend materials and equipment for purchase; adhere to all public purchasing rules, regulations, and statutes
- Observe the performance of crew members; provide input into the formal employee performance evaluation process; inform supervisor of performance observations on an ongoing basis; recommend individual employee performance improvements.
- Instruct crew in proper use and maintenance of equipment and tools; coordinate the training and cross-training of work crews in all maintenance tasks including safety standards.
- Verify the work of assigned employees for accuracy, proper work methods, techniques and compliance with applicable standards and specifications.
- Utilize work desktop computer and tablets to enter and retrieve information within asset management software; generate and close service requests and work orders; record equipment, labor and material usage and generate various written documents, spreadsheets and reports.
- Purchase materials necessary to perform specific jobs, small tools, office supplies and any other necessary materials; assist supervisor with researching new vehicles and equipment.
- Oversee the use, care and operation of maintenance equipment including City vehicles, heavy equipment, blowers, weed eaters, chain saws, compactors, sprayers, and power and hand tools.
- Coordinate vehicle and equipment maintenance and repairs; record mileage, report necessary repairs and maintenance, coordinate maintenance and repairs with outside mechanics.
- Schedule and obtain training materials for monthly safety meetings; perform monthly safety checks. Research safety regulations and ensure all work is performed accordingly.
- Respond effectively to public inquiries and complaints.
- Ensure adherence to safe work practices and procedures including use of personal protective equipment.
- Assign jobs to staff and crews and create a weekly division schedule; be available for crew support throughout the day.
- Develop maintenance plans for assigned areas of responsibility, including follow-up maintenance management system reports.
- Oversee a variety of maintenance and repair projects and/or tasks such as internal cleaning, inspection or repair of underground sewer pipes, stub-outs, manholes, lateral connections and associated appurtenances using closed-circuit television equipment to locate leaks, breaks, infiltration and the buildup of dirt, debris, roots and other materials.
- Attend division, department and organizational meetings along with various employee committee meetings; participate in and encourage interdepartmental communication.
- Serve on a 24-hour after hours call-out duty roster to respond to unexpected problems or emergencies such as mitigating line blockages or breaks, power outages, pump failure overflow spills, supplemental snow and ice control and related activities.
