Position Statement
This position reviews activities on public bodies of water and regulatory floodways. Also, performs and coordinates field inspections of permitted projects.
Job Responsibilities
1. Under direction from the Section Manager and within an assigned geographical area, as a licensed engineer:
• Reviews permit applications for compliance with regulatory programs.
• Responds to inquiries and makes recommendations for resolving violations, in accordance with Floodway Construction and Public Waters regulation requirements.
• Coordinates with other Sections and Offices of the Department and with other state, federal, and local agencies to ensure compliance with local floodplain ordinances and other applicable laws, regulations and policies.
• Upon completion of the evaluation process, recommends to the Section Manager changes to formulated permit issuances and regulation enforcement.
• Reviews to ensure accurate recordkeeping using the Section's database system.
2. Serves as working supervisor:
• Assigns and reviews work
• Provides guidance and training to assigned staff
• Counsels staff regarding work performance
• Reassigns staff to meet day-to-day operating needs
• Establishes annual goals and objectives
• Approves time off
• Prepares and signs performance evaluations
3. Performs and assigns staff to perform field inspections of proposed, ongoing and completed dams and construction activities in floodways and public waters:
• Performs and assigns staff to perform field inspections of alleged illegal or unauthorized construction activities.
• Completes inspection reports, reviews staff's inspection reports, and documents results of inspection with respect to applicable standards.
• Travels throughout the state.
4. Completes or supervises reviews of hydrologic and hydraulic analyses of requests to revise regulator floodways and flood profiles:
• Upon completion of the evaluation process, sends recommendations to the Section Manager of what should be formulated with respect to floodway revision approval.
5. Assists with the management of the floodway delegation program with local communities.
6. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications and Preferred Qualifications
Minimum Qualifications
1. Requires knowledge, skill and mental development equivalent to completion of four years of college, with a degree in engineering.
2. Requires prior experience equivalent to three years of progressively responsible administrative experience in the field of engineering.
3. Requires current Illinois License as Professional Engineer.
Preferred Qualifications
1. Prefers a Bachelor of Science degree in Civil Engineering, Environmental Engineering, Agricultural Engineering, Mechanical Engineering.
2. Three (3) years of work experience in the understanding of hydrology and hydraulic principles.
3.Two (2) years of working knowledge in water resource engineering.
4.Two (2) years of work experience supervising technical staff.
5. Two (2) years of work experience planning and prioritizing workloads for self and staff.

Agency Statement
The Office of Water Resources administers regulatory programs over construction in the flood ways of rivers, lakes, and streams. It is also responsible for construction in the shore waters of Lake Michigan, construction and operation of dams, construction in public bodies of water, and diversion of water from Lake Michigan, and withdrawal of water from three Federal lakes (Shelbyville, Carlyle, and Rend Lakes). The Office serves as the lead State agency for water resource planning, navigation, floodplain management, the National Flood Insurance Program, and interstate organizations on WATER RESOURCES.
