Duties
Please Note: Employees will be required to report to their assigned office location at least 2 day per week for non-supervisory positions and 3 days per week for supervisory/managerial positions unless the position advertised is designated as a remote-only position.
The incumbent serves as the Senior Vice President (SVP) of the Office of Board Authorized Finance (OBAF) reporting to the Senior Vice President (SVP) of the Office of the Chief Banking Officer (OCBO). The incumbent leads and manages OBAFs programs for EXIM. The incumbent provides leadership, direct supervision, and management support to a team of supervisors, professional and administrative staff; Develops and/or implements major planning, evaluation or monitoring of long/short range operational plans, resource requirements and/or budgets for OBAF offices and division; Continually monitors and evaluates budget, fiscal, and administrative controls to manage OBAFs programs and services.
Duties include, but are not limited to:
  • Develops and organizes the business development strategy for OBAF and the establishment of goals and objectives to achieve these results.
  • Establishes annual goals and objectives for business development of each industry group. One of these responsibilities is the accurate and timely transactional and pre-transactional pipeline reporting, including portfolio reporting on an industry and geographic basis.
  • Analyzes EXIM market share versus other ECAs on an industry sector, geographic, and banking intermediary basis.
  • Provides guidance and clear objectives to the Vice Presidents/leaders of the various divisions of the Office. In carrying out these responsibilities, the translates the overall policy laid out in the Strategic Plan into the establishment of Office objectives, program goals, and deliverables and, after review with the OCBO, transmits them to the unit heads along with general guidelines as to program results to be achieved.
  • In conjunction with the OCBO, develop and refine the Transaction Review Committee (TRC) process and will provide transparency and review opportunities for the Office of the Chief Financial Officer, Office of General Counsel, Office of the Chief Risk Officer, Office of Small Business and industry group leaders in the establishment of or significant changes to the Transaction Review Committee (TRC).
  • Works closely with the industry sector heads and the Division of Human Capital to ensure the Bank's Human Resource programs, policies and procedures are effectively carried out within the office for the following specific areas: recruitment, promotion, equal opportunity and diversity, development, training, position management, and appraisal, incentive, or related programs with a view toward improving the quality and productivity of the workforce. The Office is subject to the overall bank policies, including Telework.
  • Responsible for all post-authorization asset management functions for all EXIM programs, including credit amendments, credit monitoring, pre-claim restructuring, claim payments, post-claim restructuring and recoveries, and portfolio monitoring, subject to IDA.
  • Represents EXIM at meetings with customers and tasks the offices with the development of relationships with high-level executives, exporters, foreign buyers, and officials of financial institutions or governments.
  • Leads, directs and supervises a team of professional, technical, and administrative support staff

Qualifications
QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against the Executive Core Qualifications (ECQs) and the Mandatory Technical Qualifications (MTQs).
Note:
Current career SES members, former career SES members with reinstatement eligibility and OPM certified graduates of a SES CDP, who meet the professional/technical qualifications requirements will be considered for this position on a noncompetitive basis. Applicants for noncompetitive consideration are NOT REQUIRED to submit a supplemental statement addressing their ECQs. However, they must submit a Standard Form 50, Notification of Personnel Action, to establish proof of eligibility for noncompetitive appointment and submit their most recent performance appraisal, resume, address the professional/technical qualifications and complete the online questionnaire.
Applicants must submit written statements (narrative format ) describing accomplishments that would satisfy the ECQs. You must address each ECQ separately. You are required to respond to all ECQs. Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your actions. EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs describe the leadership skills needed to succeed in Senior Level (SL) positions and are in addition to the Mandatory Technical Qualifications listed below.
ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
ECQ 2 - LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.
ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. Please limit your written statements to one page per technical qualification. Failure to meet any one of the technical qualifications requirements automatically disqualifies an applicant.
MTQ 1 - Communications with senior level officials: Expert skill and ability to communicate with senior officials verbally and written to build relationships across the organization, break down silos to convince audiences of all levels, including outside agencies and private sector representatives with divergent and conflicting views on issues involved.
MTQ 2 - Budget and administrative planning: Senior level management experience and skill in developing and implementing strategies and plans for improving administrative and management operations, enabling the effective delivery of an organization's mission while adhering to the laws and regulations governing administrative programs, internal operations, and services.
MTQ 3 - Program/Policy/Project Analysis and Evaluation: Extensive knowledge of an agency's policies, programs, and procedures in areas relative to letters of interest, medium-, and long-term products' terms and conditions, application requirements and procedures and fundamental credit requirements. Knowledge of other country export credit agencies is also required.
MTQ 4 - Financial Transactions and Portfolio Management: Broad knowledge of domestic and international financial institutions and international banking practices; the structure of the financial services industry; and broad understanding of the relationship between the financial system and international, national, and regional economic conditions.
