Job Summary:Senior level position, acts independently or under general direction. Analyzes procedures and problems within manual/automated health care systems, reports findings and when applicable, recommends options for resolutions. Formulates system scope and objectives. Confers with professional staff to ascertain specific requirements and assist in the completion of programming specifications. Monitors patient care applications for adherence to documented requirements, quality assurance and integrity. Assists in preparing installation schedules, user training, procedural documentation and project control. Upholds the mission, vision, values, and customer service standards of The MetroHealth System.Responsibilities:1. Contributes to patient safety by supporting the System-wide programs and policies addressing a safe environment for patients and the reporting of safety concerns to the appropriate individuals.2. Ensures systems comply with the MetroHealth System policy and procedures.3. Coordinates projects and/or participates in project teams. Develops scope, objectives, schedules and costs. Makes adjustments that are within scope of responsibility and recommends changes to manager/leader. Presents status in accordance with project management procedures. Responsible for meeting or exceeding delivery dates.4. Generates innovative ideas to enhance systems. Analyzes the effectiveness and efficiency of existing systems and develops strategies for improving or further leveraging these systems.5. Reviews proposed hardware/software acquisitions. Recommends items for inclusion in preparation of departmental budget to meet requirements.6. Documents technical processes and workflows. Collaborates with the IS Architects to create and maintain technical architecture documentation. Reviews technical documentation for requested applications to ensure standards are met and content is maintained.7. Supports assigned applications by working with stakeholders and vendors in analyzing and resolving issues through short term corrective action, root cause analysis and permanent corrective action. Proactively communicates and collaborates with stakeholders. Provides on call support utilizing remote access.8. Coordinates internal and external stakeholders in the application testing process. Works with stakeholder to ensure test scripts are up to date and all relevant parties are engaged. Conducts system testing. Documents findings and works to resolve known issues. Coordinates escalation process with the vendor.9. Works with departments and training teams to develop and maintain training materials.10. Develops, tests and implements analytical tools and reports.11. Exercises common sense and good judgment with decisions. Escalate issues and prioritizes work. Completes work within established timelines.12. Leads application updates and upgrades. Coordinates groups of stakeholders to confirm that the new releases function as intended and there is no negative impact to existing functionality.13. Conducts post-implementation audits as requested.14. Serves as a mentor and expert in assigned applications. Presents process changes, enhancements and modifications to management, peers, staff and other employees so that issues and solutions are understood. Incorporate 'best practices' approaches.15. Participates in educational programs and activities related to industry trends and advances in the field of Information Technology.16. Builds and maintains up to date knowledge of assigned applications, interfaces, network infrastructure, and report writing tools as needed. Maintains certifications as required.17. Performs other functionally related duties as assigned.Qualifications:Required:Bachelor of Science degree in Computer Science or related field and 4 years of experience using or installing systems relative to the assigned area of responsibility.In lieu of degree, minimum seven years of experience using or installing systems relative to the assigned area of responsibility.Professional Certification with assigned application (Epic, OnBase, Lawson or other application certification)Demonstrated technical expertise with computer operating systems, utilities and hardware, Information technology principles, networking, computer hardware, HL7 protocol, Microsoft Office Suite.Working knowledge of technical tools and processes used in system development.Ability to manage multiple activities in a deadline-oriented environment; highly organized and flexibleExcellent verbal, written, and communication skills and the ability to interact professionally with a diverse group.Office environment with travel to satellite locations and/or vendor sites. Subject to on-call.Preferred:Master's Degree or post-graduate studies in related fields.Experience implementing systems on a variety of platforms; mainframe, mini and microcomputerStrong project management skillsExperience in project planning or supervision.Physical Demands:May need to move around intermittently during the day, including sitting, standing, stooping, bending, and ambulating.May need to remain still for extended periods, including sitting and standing.Ability to communicate in face-to-face, phone, email, and other communications.Ability to read job related documents.Ability to use computer.
