Under the general supervision of the Strategy Analytics Manager, the Senior Strategy Analyst is responsible for providing data and analytical expertise to support the development and oversight of the strategic insights, enrollment, eligibility, and the new Covered California sales and the Broker Network performance.

This position will provide higher data connection and data mining services to optimize our outbound calls for sales, redetermination, and Member retention. This position will need to be able to research and discover insights on presented issues and identify opportunities using data mining, analysis, and data visualization techniques. In addition to advanced analytical skills, Strategy Analyst III must be able to display proficiency at integrating and preparing varied datasets and communicating results that meet or exceed business requirements. 

The Senior Strategy Analyst must be able to assess requests and solicit feedback from requestors regarding any critical decision points that are necessary to complete requests accurately and timely. This role will (1) partner with departments across the organization to provide strategic insights by pulling data from internal and external market intelligence to help identify potential opportunities or threats for the development of the enterprise strategies;  (2) partner with Strategy functional departments to produce workflow documentation, to create strategic dashboards and operational reporting and databases as well automate complex Strategy reports to communicate with end business users. (3)  this role will work with IT to solve issues that are higher in technical complexity; (4) provide research and analysis to support development of department initiatives. 

Incumbents are expected to exercise independent judgment in selecting study approach and analytical techniques, and in making sound recommendations.

Education & Experience

• Master’s degree in Data Science, Computer Science, Health, or related field from an accredited institution required.
• In lieu of a Master's degree, a minimum of a Bachelor’s degree and two (2) years of additional work experience using quantitative data analysis to solve business problems and applying statistical methods to answer data questions is required for this position. This experience is in addition to the minimum years listed in the Experience Requirements above.
• Six (6) or more years of experience data analytics administration and development, using Microsoft SQL Server or similar relational application.
• Six (6) or more years of programming experience with Structured Query Language (SQL). Must possess experience, knowledge and understanding of data analytics and performance dashboard development, lifecycle management, tools, and cross-functional activities.
• Significant experience using quantitative data analysis to solve business problems.
• Significant experience applying statistical methods to answer data questions.
• Must have experience in research and providing insights.

 Key Qualifications

Must possess advanced competencies in:

• MS SQL Server, ANSI SQL, SSMS / SSIS / SSRS and TSQL (professional skill level)
• Microsoft Excel (intermediate level) and Access (intermediate level)
• Understanding Data Warehouse concepts
• Techniques of relational database analysis, design, and implementation, including experience with Microsoft SQL Server.
• Must have strong healthcare business knowledge to translate business needs into technical programming logic.
• Ability to estimate data analysis and performance dashboard development tasks given a set of requirements and assumptions.
• Extensive knowledge of Microsoft SQL Server (SSMS), Microsoft Reporting Services (SSRS), Microsoft Visio, Power Point, Word and Excel is essential.
• Research knowledge to obtain external market share and enrollment data to provide strategic insights.
