Senior Site Plan Review Engineer

Employees must be Boston residents on their date of hire and for the duration of their

employment subject to BWSC policies and collective bargaining agreements.

Position Purpose:

Works as a team leader and performs professional and technical duties related to the engineering activities of the Commission.  Responsible for maintaining and improving upon the efficiency and effectiveness of all areas under his/her direction and control.

Essential Functions:

• Performs total project oversight as a Team Leader for Site Plan reviews; oversees outside consultant and inhouse staff in the preparation of sited development documents for water, sewer, drain improvements, Green Infrastructure, and investigations on behalf of the Commission. Efforts include reviewing Site Plans, stormwater infiltration design, hydraulic analysis, EPA permits, meters, and fire pipe requests.
• Manages special studies: including special technical investigations performed by outside experts on the Commission’s water, sewer, and storm drains.
• Prepares technical reports or guidelines; utilizes GIS, ACAD, UMAX and other Engineering software applications to analyze system performance.
• Collaborates on project development through completion with consultants, engineers, architects, developers, homeowners, surveyors, plumbers, officials, and Commission staff.
• Reviews all levels of outside designs including all complex designs, designs for site development projects in accordance with general engineering principals and Commission standards; reviews scope, designs, as-builts, specifications, sewer videos.
• Reviews management of major private developments, City/State agency projects, utility plans, and other construction documents, as needed.
• Oversees a team of Site Plan Review Engineers in the design and preparation of documents for private development projects, including technical guidance as needed.
• Acts as a Commission representative in attending outside meetings with City, State and Federal departments/agencies in order to meet the needs of the
• Assists the Director of Engineering, Chief Engineer and Manager of Engineering Customer Service with various duties as required during the year to address issues, goals, or special concerns of the Department and/or the
• Performs construction site inspections and enforcement programs.
• Reviews stormwater pollution prevention plans (SWPPP) for BWSC and EPA acceptance.
• Reviews, comments, and approves applications for de-watering permits for construction sites.
• Prepares consent decree reporting (semi-annual), and submits all data to the Legal Department for review.
• Provides planned and ad-hoc reports as directed.
• Reviews BMP applications for Stormwater Credit Program and makes recommendations for approval.
• Assists public with water, sewer, and drain questions including question relating to BWSC Stormwater fee and credit program.
• Assists GIS in verifying and updating changes to impervious area and coordinates or performs necessary site inspections for verification.
• Performs similar or related work as required, directed, or as situation dictates.

Recommended Minimum Qualifications:

Education, Training and Experience:

Bachelor’s Degree in Civil Engineering. Minimum of seven (7) years’ experience with municipal infrastructure projects or civil engineering fields. Licensed as a Professional Engineer (PE); Registered Professional Engineer with the MA Board of Registration for Professional Engineers and Professional Land Surveyors within 6 months of employment. Must possess a valid Massachusetts Driver’s License.

Knowledge, Ability and Skill:

Knowledge:  Extensive knowledge of civil engineering and engineering survey and design. Working knowledge of Total Project Management including financial skills and formal certifications.  Extensive knowledge of sustainability, green infrastructure, hydraulics, and hydrology.  Extensive knowledge of permitting and environmental issues, legal issues involving contracts, and easements. Knowledge and ability to produce clearly written documents and make presentations. Extensive knowledge of engineering computer applications, and advanced knowledge of local and state regulations.

Ability: Ability to perform complex technical research.  Ability to compile comprehensive reports and the practical application of findings. Ability to assess conditions in a variety of locations and determines proper course of action. Deals effectively and diplomatically with consultants, officials, department heads and other constituencies.

Skill: Strong leadership and mentorship skills. Strong interpersonal skills.  Excellent written and verbal communication skills including technical writing. Proficient computer skills including MS Office applications and specialized software including AutoCAD, GIS, and complex hydraulic water and sewer models.  Skill in operating all listed tools and equipment.

Supervision:

Supervision Scope:  Performs various duties of a routine to complex nature following acceptable standards of quality and performance; requires independent judgment in determining methods of completion and carrying out assignments. Acts as a team leader and mentor to Site Plan Review Engineers and ECS staff.

Supervision Received:  Works under the direct supervision of the Manager of Engineering Customer Service.

Supervision Given: Required to oversee work of other engineers and project coordinators as a team leader.  Responsible for guidance, oversight, and review of Site Plan Review work.

Job Environment:

• General office conditions; field work is performed outdoors with loud noise levels and exposure to variable weather conditions/hazards associated with heavy equipment and construction sites. The workload is subject to seasonal and weather-related fluctuations; responds to emergencies. When in the field may be required to wear safety hat, vest, and shoes.
• Must comply with all BWSC, State and Federal safety requirements.
• Operates telephone, computer, hand power tools, survey equipment and standard office machines.
• Makes frequent contact with municipal, state, and federal representatives, city officials, businesses, property owners, engineering consultants, department heads, the public, and other city employees. Contacts are in person, by phone, email, group meetings, and hearings.
• Has access to department-related confidential and/or sensitive information.
