IMPORTANT INFORMATION

  • This position has driving as an essential function and requires occasional travel within Oregon. Candidates must maintain a current, valid driver license and an acceptable driving record. Driving records will be reviewed by Human Resources on an annual basis. If candidates do not drive, they can utilize an acceptable alternate method of transportation.

WHAT YOU WILL DO
This position will administer quality assurance policies and procedures to ensure consistent, accurate, and timely performance. This position will perform quality control on reports and customer service to partners and develop and oversee continued process improvement plan. This position will also track and report on the performance of resident service plans, Affirmative Fair Housing Marketing plans and response to tenant concerns. This position will perform regulatory research and attend industry training to keep staff updated on program changes and update policies and procedures as necessary.
MINIMUM QUALIFICATIONS
Five (5) years experience doing administrative research that included compiling and evaluating facts to recommend management action, or decide compliance or eligibility with program guidelines and regulations. Three (3) of the five (5) years must be above the technical support level.
Note: College-level course work may substitute for experience on the basis of 45-quarter units per year, up to a maximum of three (3) years.

Oregon Housing and Community Services (OHCS) is Oregon's housing finance agency. We provide financial and program support to create and preserve opportunities for quality, affordable housing for Oregonians of lower and moderate income. Our vision is that all Oregonians can pursue prosperity and to live free from poverty. Across Oregon, housing has emerged as a paramount concern. The lack of available housing, high rents and high home prices are driving rapid increases in housing instability and homelessness. The data is clear: too many Oregonians are without a safe, stable, and affordable place to call home.
OHCS is placing a greater emphasis on strategic planning and the way we invest our resources. Recently, we have restructured, refocused, and reimagined our agency. Our work has led to an increased emphasis on data, research, and customer service. We are carrying that effort forward with the Statewide Housing Plan. The plan articulates the extent of Oregon's housing problem and what we can do to address it. OHCS committed to the Housing Stability Council and our stakeholders that the plan will be responsive to the needs of the state.
OHCS released its 2022 Progress Report to update the agency's significant progress in meeting the goals outlined in the 2019 Statewide Housing Plan. We are now more than halfway into the five-year plan.

AFFORDABLE RENTAL HOUSING DIVISION
OHCS's Affordable Rental Housing Division serves as the state's housing finance agency. OHCS provides financial support to create and preserve quality, affordable rental housing for Oregonians of lower and moderate incomes. The Affordable Rental Housing Division administers federal and state funded multifamily rental housing resources to facilitate the increased availability of safe, decent, affordable housing for Oregonians with low incomes. This includes the development of new multifamily rental units and the acquisition and rehabilitation of multifamily rental units; the preservation of existing subsidized multifamily rental housing and the long term maintenance of affordable rental housing through asset management and compliance, as well as managing HUD Section 8 Contract for the state of Oregon.
Affordable Rental Housing Division: Portfolio Administration Section
The Portfolio Administration Section of the Affordable Rental Housing division ensures the long-term viability of affordable housing built with public dollars across Oregon. The section monitors the financial viability, physical condition, management, and tenant eligibility of the funded projects and compliance with the state and federal rules and regulations associated with the funding sources, which is in excess of $1.4 billion of assets with over 1,500 properties. This section helps to ensure the existing affordable rental housing stock is safe and decent for the long term. This position is responsible for ensuring projects operate as anticipated while ensuring all federal and state compliance regulations are being met for up to 60 years after the project is built. This section also serves as the Performance Based Contract Administrator (PBCA) for project-based Section 8 housing in Oregon. These activities cover 253 contracts and nearly 9,700 units across the state. The section provides technical support to owners, managing agents, site staff, and residents. Section 8 is a critical federal resource providing affordable housing rental through private property owners across Oregon.
