The Senior Proposal Manager will be a key member of our Pursuit and Order Capture efforts. The Proposal Manager will work closely with Capture Teams and facilitate the development and production of Collins Aerospace’s responses to customer’s request for information, request for proposals and other customer requested responses in support of our pursuit of new opportunities. The Capture Center is composed of capture team leaders, capture managers, Proposal Managers, and graphic designers; together this organization is responsible for flawlessly leading teams through the pursuit and order capture process to win more business.

This position can be worked remotely.

Position Responsibilities

  • Ensure senior management commitment to, and corporate resources for, all capture and proposal efforts
  • Provide executive level guidance to the Capture Team Lead for development of the Executive Summary and other key proposal summaries
  • Facilitate team assignments to align with proposal schedule, including proposal development as well as reviews (Pink, Red and Gold Team reviews) ensuring requests are appropriately supported; job skills that exhibit an ability to work under pressure and to challenging deadlines
  • Participate as an independent proposal evaluator in all major proposal reviews
  • Lead the proposal process with tasks, but not limited to, efforts such as:
    • Creation and review of proposal outline to ensure compliance and responsiveness
    • Scheduling and running proposal kick-off meetings, leading storyboarding sessions, workshops and key review meetings
    • Coach content owners / subject matter experts in persuasive writing and proposal best practices focusing on compliance, responsiveness, flow and messaging
    • Final document review, document production, and delivery of completed proposal
    • Coordinate and update proposal content libraries
  • Ensure delivery of compliant, professionally produced proposals within customer defined timeframes and serves as an escalation point for issues impacting success
  • Coordinating facilities, including Green room scheduling, coordination of audio/video resources, establishment of information technology resources, training proposal team member in the use of toolsets and proposal procedures
  • Assisting the Capture Team Leader in managing and directing all proposal efforts and personnel
  • Challenge the capture team when they are off course, drive and ensure the necessary course corrections are implemented at the team and individual level to avoid re-work
  • Supporting color reviews by scheduling review meetings; document preparation; configuration and administration of review tools, coordinating all input outputs from the review meetings; assist in the development of the review team information packet; and distribution of materials as required
  • Advanced desktop publishing, including complex manipulation of proposal documents including the positioning of text and graphic elements, formatting properties such as the size and style of type, column width, and spacing, performing quality check for document errors, coordination of graphics workflow, and the use and knowledge of Microsoft Office macro
  • Champion change and drives continuous improvements to proposal process and procedures

Basic Qualifications:

  • Typically requires a University Degree or equivalent experience and minimum 10 years prior relevant experience in proposal management or an Advanced Degree in a related field and minimum 7 years of experience in proposal management
  • The ability to obtain and maintain a U.S. government issued Security Clearance is required
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

Preferred Qualifications:

  • Understanding of the business development and program lifecycles
  • Prior experience in formulation and review of proposal strategies and themes, and managing the development of the proposal
  • Hands-on experience working within the proposal planning, development, and post submission phases
  • Proven skills in technical and persuasive writing, editing, and publishing proposal content within a complex business environment

The salary range for this role is 112,000 USD - 236,000 USD; however, RTX considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
