Senior Property Manager

Qualis is seeking a Senior Property Manager which will perform a variety of roles including:

• Serves as the Senior Property Management Administrator for the Task Force performing independent tasks for the overall planning, coordination, management and growth of property accountability and supply support activities, as well as procedures necessary for the proper administration of the programs.
• Serves as a Senior Advisory on property accountability and supply support activities and other program analysis to assist in the management decision making process within the Task Force and associated Project Offices. Advises on and interprets laws, regulations, policies and standards, and their basis or authority for decisions, and the resulting changes required. represents the organization in meetings on matters pertaining to property accountability. Develops, analyzes, evaluates, and promotes improvements in directives, and procedures pertaining to supply and property accountability.
• Conducts or participates in studies on matters such as internal property accountability or establishment of a centralized supply program. Manages in excess of 2,000 line items of various types of equipment for the program. Develops and recommends new structures and workflows. Advises management of potential controversies and potential problem areas, and recommends measures designed to reduce or eliminate the problems. Explains related technical considerations to affected employees.
• Conducts projects and studies on major issues addressing the supply and/or maintenance aspects of Property accountability. Upon assignment of new requirement, conducts initial research and analysis to define problems and to determine depth of analysis needed. Conducts data collection through site visits to buildings, written requests, and telephonic discussions. Provide logistical building support to specified missions and other designated programs.
• Provides accurate information for the property book in both Defense Property Accountability System (DPAS) and Auto-Scan Tracking System (ASTS).
• Participate in a variety of special projects involving new or complex property and/or supply initiatives at the direction of the supervisor. Provides direction to other team members. Projects can range from simple to complex. Maintains effective rapport in negotiating acceptance of organizational property accountability needs, which may require new and innovative approaches from previous practices.
• Provide back-up for the Building Manager Specialist with facility management duties such as: key control, service desk tickets, safety checks, building repairs, etc.

Requirements

Required Skills:

• High School Diploma
• Active Secret security clearance
• Ability to operate in a dynamic, fast-paced environment and meet strict deadlines
• Ability to multi-task and prioritize important, competing tasks and information
• Self-starter that needs little direction/guidance on what next steps are required with projects and demonstrate a strong attention to detail

Required Experience:

• 10 years related experience
• Experience with Army or DoD logistics systems including DPAS and ASTS
• Experience with inventory management, tracking and accountability
• Experience with Packing, Handling, Storage, and Transportation

Desired Qualifications:

• Bachelor’s Degree
• Experience with DoD facilities management
• Experience with Information Technology inventory management

Travel: 10%
