Do you have strong organizational skills, an eye for detail and thrive in a team-oriented environment? The City of Arcata is currently accepting applications for a Senior Project Manager, to fill an immediate vacancy in the City's Building & Engineering Department.
Under general direction of higher level staff, the selected candidate will oversee, coordinate, manage and perform duties as it relates to all phases of a variety of capital improvement and public works construction projects; create project objectives, work scope, project execution and construction management plans and procedures; perform a variety of technical and professional duties related to project and grant management activities; oversee, coordinate and manage the work of architectural and engineering consultants and contractors engaged in the design, construction and inspection of a variety of City capital improvement and construction projects, and perform other related duties as assigned.

Examples of Duties
  • Performs advanced engineering and project management duties in the coordination, oversight and management of various sized capital improvement and public works construction projects, including managing and overseeing several projects, in various stages of progress, at one-time.

  • Develops, manages and coordinates a variety of capital improvement and public works construction projects, including overseeing and monitoring projects through all phases of project development, from planning through completion; reviews plans and specifications to ensure they are in compliance with applicable standards; coordinates preparation and compliance of project delivery schedules with consultants, contractors and project teams; provides oversight on a variety of technical issues to ensure successful completion of projects; investigates and resolves problems related to scope of work or cost issues; ensures projects are completed on time and within budget.

  • Oversees and manages the development of consultant requests for proposal for professional and/or construction services and coordinates the advertising and bid processes; evaluates proposals and recommends project award; administers contracts after award.

  • Negotiates and administers contracts for capital improvement and construction projects; ensures contractor compliance with City standards and specifications, time and budget estimates; analyzes and resolves complex problems that may arise; recommends and processes field changes as required.

  • Recommends and oversees policies and procedures such as procedure guidelines, design standards, and standard plans and specifications while ensuring operation, maintenance, financial, regulatory and legal requirements are met.

  • Conducts capital improvement project planning activities; provides oversight and input into the conceptual design of engineering projects; investigates and resolves problems with scope of work or cost issues of major facility upgrade and replacement projects. Meets and confers with contractors, engineers, developers, architects, a variety of outside agencies, and the general public in acquiring information and coordinating project matters; provides technical information and instruction regarding applicable procedures and methods; interprets and explains rules, regulations and procedures; answers questions and resolves concerns; negotiates and resolves significant and controversial issues.

  • Meets and confers with contractors, engineers, developers, architects, a variety of outside agencies, and the general public in acquiring information and coordinating engineering matters; provides technical information and instruction regarding applicable procedures and methods; interprets and explains rules, regulations and procedures; answers questions and resolves concerns; negotiates and resolves significant and controversial issues.

  • Analyzes engineering plan design, specifications, consultant, and staff comments in accordance with design requirements and municipal and intergovernmental standards and regulations; recommends approval or additional engineering conditions and changes.

  • Provides management expertise working with Department and City leadership to identify annual goals and areas for city improvement and implement best practices to ensure Department and City success.

  • Coordinates and performs in the development and reporting of alternate funding sources and ensures that Federal, State, City and funding agency and City accounting and reporting requirements and applicable laws, requirements, regulations and professional accounting practices are met.

  • Assists in preparing, monitoring and administering the Engineering division budget and applicable Capital Improvement Plan budgets.

  • Provides functional and technical supervision to assigned staff, including leading, training and coordination of daily work assignments.

  • Prepares and submits City Council agenda reports and various other commission, committee and staff reports, resolutions, ordinances and correspondence regarding assigned activities.

  • Performs other related duties as assigned.

Typical Qualifications and Requirements
Knowledge of: Advanced principles, practices, techniques and methods of capital project management, civil engineering and/or construction methods and techniques as applied to the design, construction, inspection and maintenance of capital improvement and public works; Federal, State and local laws and policies relating to public works construction and building code requirements; principles and practices of construction management and project administration; principles and methods of public works inspection; methods and techniques of developing specifications for contracts, bids and requisitions; report writing principles and practices; record keeping principles and practices; municipal budget development and administration, including principles and methods of municipal project financing; practices and methods of grant monitoring and applicable accounting and financial reporting; working knowledge of governmental regulations regarding contracted services and competitive bidding process; principles of technical and functional supervision and training; modern office methods, practices, procedures, and equipment, including word processing, spreadsheet and database applications; English usage, grammar, spelling, vocabulary, and punctuation; techniques for dealing effectively with those contacted in the course of work, in person, electronically and on the telephone.
Ability to: Organize, implement, coordinate and manage advanced engineering and public works programs and projects; apply applicable laws, guidelines, regulations, and other technical material to engineering projects; coordinate and participate in the monitoring of grants and preparation of related accounting, financial and compliance reports; prepare and administer assigned budgets review and interpret engineering and construction plans, specifications, contract documents, complex technical and legal documents, maps, and technical drawings and plans; perform construction project management and inspection; make accurate arithmetic, financial and statistical computations; prepare and present clear, concise, and accurate reports; analyze and evaluate contracts, budgets, government grants and contractor performance and compliance; provide technical and functional supervision and training to assigned staff; organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities and meet critical time deadlines; operate computer systems and applications in relation to work functions; communicate clearly and concisely, both orally and in writing; establish and maintain cooperative working relationships with those contacted in the course of work.
Additional Information
  • Possess a valid California Drivers' License.
  • Obtain registration as a Professional Engineer (PE), issued by the State of California OR Project Management Professional (PMP) certification, issued by Project Management Institute (or equivalent institution approved by the City), within two (2) years of date of employment.
  • Other certificate(s) or license(s) specific to functional area of assignment may be required.
  • A commitment to understand and support diversity and inclusion in the workplace.
  • Willing and available to attend meetings after normal work hours and to travel for trainings and/or meetings as required.
  • Willing and available to work extended hours as necessary to complete assigned projects.

Retirement:
CalPERS Program:
  • 2% @ 55 for "CLASSIC" members. Currently, employees pay 10% (7% member rate and 3% of employer rate).**
  • 2% @ 62 for "NEW" members. Currently, employees pay 10.75% (7.75% member rate (subject to actuary change annually) and 3% of employer rate).**
**For vacancies filled by a current City of Arcata employee who is already a CalPERS member, the employee will remain at his/her current CalPERS formula. For existing employees who are 2.7% @ 55 members: currently employees pay 11% (8% member rate and 3% of employer rate).
Medical:
The City currently pays the majority of the premium for employee and family for medical, dental, and vision. The current monthly employee contribution for employee + 2 or more is $537.00 for medical for the Anthem Blue Cross EPO 250 Plan OR $399.20 for the Anthem Blue Cross EPO 500 Plan; Contributions are lower for employee only and employee +1. The employee/dependent contribution is fully paid by the City for dental (Delta); and vision (VSP) coverage. City offers $300/mo. health insurance opt out option.
Enrollment in medical benefits includes Cal-Ore Life Flight membership.
Note: There are specific requirements for continuing these medical coverages as a retiree.
Vacation:
Accrues at 8 hours per month upon employment and increases with time in service.
Sick Leave:
Accrues at 8 hours per month with no limit. 48 hours of Family Illness Leave are also allowed per year and are deducted from employee's accrued Sick Leave. This is not accruable.
Bereavement Leave:
An employee may be granted up to 40 hours per year bereavement leave with pay. This is not accruable.
Management Leave:
Up to 14 days (dependent on position) leave per year in lieu of overtime pay or compensating time-off.
Holidays:
The City pays for 12 fixed holidays per year, in addition to 32 hours floating holidays.
Life Insurance:
The City pays the premium on a $50,000 term life insurance policy for eligible employees.
Longevity Pay:
Employee receives an additional 3% of base pay after 10 years of continuous service; an additional 3% after 15 years; and an additional 0.5% after 20 years.
Deferred Compensation:
Two Deferred Compensation plans available; with City contribution upon employment and increases with time in service.
Other Benefits:
