Responsibilities:

Worley is currently seeking a Port Captain who manages the day-to day schedule and activities associated with planned marine traffic utilizing Tug and Barge services. Regulatory standards and safe operations are a must. This position is responsible directly to the Project Logistics Manager, Project Supply Chain Manager and Project Construction Manager for the coordination of the traffic & logistics process, specifically focusing on Marine Traffic operations for the Venture Global CP2 Project located in Cameron Parish, Louisiana USA. Indirectly responsible to the Worley Regional Senior Manager of Logistics.

Duties will include planning and coordinating barge marine traffic in/out bound collections and deliveries with vendors, client representatives and the jobsite. Working with multi-functional Supply Chain, Engineering, Field Services & Construction Teams domestically.

Provision of administration in support of projects or other operating requirements

Participation in project supply traffic strategy development regarding project Marine traffic & logistics in collaboration with other supply chain disciplines such as Expediting, Materials Management, Purchasing and Sub-Contracts. May participate in internal and external project presentations in collaboration with Engineering, Field Services and Construction disciplines.

Port Captain will have extensive experience in the maritime industry, particularly in ATBs or river barge and tug. The successful candidate will be responsible for overseeing the safe and efficient operation of vessels, coordinating port activities, and acting as the company's Designated Person Ashore (DPA).

This position is located at a Project Site in Calcasieu Parish / Cameron Parish Louisiana but may require travel to other jurisdictions as necessary. Candidate will perform shipment surveys and work with Naval Architects, Marine warranty surveyors for the insurability of transport of goods and equipment.

Work with Logistics Management to establish overall program loss mitigation protocols

 

Key Responsibilities include but are not limited to:

 

  • Marine Operations Traffic Management

     

  • Oversee the safe and efficient traffic operations of tugs and barges, ensuring compliance with all applicable laws, regulations, and company policies.

     

  • Coordinate vessel movements, cargo operations, and berthing arrangements to optimize efficiency and minimize downtime.

  • Monitor vessel performance, fuel consumption, and maintenance requirements and record applicable details that affect cost increase

  • Develop Project reporting templates, and frequencies of distribution in alignment with overall Project objectives and requirements and maintain emergency response plans and procedures to effectively respond to incidents, accidents, and other emergencies ensuring all Logistics HSE and Journey Management requirements are closely monitored for compliance within the Project Logistics Team and Subcontractors and Client.

  • Coordinate with relevant authorities and stakeholders during emergency situations to ensure the safety of personnel, vessels, and the environment.

  • Collaborate with vessel crews on operational matters, safety protocols, and emergency response procedures.

  • Liaise with port authorities, terminal operators, and other stakeholders to ensure smooth MOF operations, including vessel arrivals, departures, and cargo handling.

  • Collaborate and develop MOF execution plans with Site Field and Construction Services Teams for alignment

  • Provide regular management briefings on the status of the Marine Traffic Support to the Project

  • Establish, track and provide Management statistics as required to support KPI analysis and progress reporting

  • Ensure compliance with international and national regulations, including the International Safety Management (ISM) Code, Jones Act and other relevant requirements

  • Implement, and maintain an effective Safety Management System (SMS) to promote safe operations and a culture of continuous improvement.

  • When required as requested, travel to locations at Project approved expense to solve issues related to Logistics planning, packing and transportation services

Qualifications and Key Competencies:

  • University Degree or equivalent in related field or applicable discipline; or equivalent relevant experience. 20 (+) years in Marine Transportation, Nautical Science, or a related field (preferred).

  • Advanced English level

  • Knowledge of commercial river transportation and logistics practices, processes, USCG and Homeland security regulatory requirements and standards

  • Keen safety awareness and aware of OSAH 3358 01N standards and familiar with 29 CFR Part 1918 regarding Longshoring activities

  • Excellent communicator

  • Operates well in multi-company team environment

  • Prompt and driven Program development

  • Accountable to the Project Logistics Manager technically and directly to the Project Filed Construction Manager for the effective execution of and management of marine related traffic & logistics, (including but not limited to, safety and ethics)

  • Effective supervision of change activity to assure adequate protection of the company against potential claims

  • Effectiveness of relationships with suppliers, management, construction, customers, support organizations, and project team members (to include Client Representatives).

  • Has strong communications skills both written and verbal. Is able to effectively author internal and external communications, and reports

  • Must be able to effectively communicate with clients and interact with operations, project, and construction management as part of an execution Team
