Description

The Senior Program Manager - Strategic Sourcing and Procurement ensures necessary controls, budgets, policies, and procedures are in place to optimize procurement’s contribution to the credit union’s  business plans.

Here's what you can expect from the job and what you need to be successful:

Job Duties:

  • Establish multi-year strategic plans for category spend management and supplier base development
  • Drive annual plans and activities to meet financial reduction objectives. Identify improved processes and other activities to achieve cost reduction goals
  • Develop, analyze and report on key metrics for purchase order spend and cost savings, to support decisions
  • Build and lead a complex comprehensive RFP (including technical, contractual, schedule and cost elements) in order to ensure that uniformed bids are received
  • Understand and adopt agile, pragmatic and fast-track principles into sourcing best practices
  • Perform evaluation of sourcing options collaborating closely with stakeholders (IT, business, Finance, contract management) and manage Strategic Sourcing activities
  • Keep abreast of industry trends that have an impact on the sourcing strategy, through research, Controllership, procurement, and vendor management teams
  • Partner with Contract Management to assist with alignment and negotiations as needed during the selection process
  • Act as the subject matter expert in providing guidance, coaching and training to internal business units on procurement policy and procedures
  • Assist businesses with their requests for quotes and work with requestors to define business requirements 
  • Create purchase orders from requisitions submitted for goods and services using Oracle Fusion Financials ERP system
  • Manage the purchasing system data with timelines and accuracy
  • Manage reports for past due/delinquent orders and open purchase orders.  Work with requestors to resolve delays and/or other purchase order issues, including cost center and GL code corrections
  • Optimize the systems and processes to mature and develop the procurement program and ensure that appropriate quality controls are in place
  • Monitor and resolve purchase order, receiving, and invoicing issues;  includes the ability to audit and resolve complex transactions problems
  • Coordinate with finance to reconcile invoices and finalize payments
  • Mentor and train other Program Managers on a routine basis

Essential Skills:

  • Minimum 5 years’ experience in purchasing, accounts payable, accounts receivable, or accounting experience
  • Working knowledge with Strategic Sourcing and Procurement processes/systems and indirect procurement
  • Experience in pricing IT products and services, including software licensing, hardware procurement, and telecommunications is strongly preferred
  • Working knowledge of procure-to-pay cycle is preferred
  • Ability to work autonomously in a fast-paced environment and effectively prioritize multiple assignments and deliverables with the flexibility to meet changing needs and demands
  • Ability to work with a team, achieve alignment, and collaborate to effectively navigate project objectives with limited management support
  • Proven sound judgment, work ethic, and professional integrity with exceptional attention to detail
  • Demonstrated ability to identify and escalate risks and issues to the appropriate parties
  • Strong business communication skills; able to write/speak clearly and professionally for a variety of audiences
  • Strong technical, quantitative and analytical problem solving skills
  • Ability to foster strong relationships with internal and external stakeholders
  • Working knowledge of Oracle Fusions Financials is preferred
  • Strong knowledge of Microsoft Office Suite
  • Minimum Education:  Bachelor’s degree in Business Administration is preferred

Location: Hillsboro, OR 97124 (HYBRID)

Target Compensation: $98,000 to $108,000 annually + annual bonus
