As the Senior Procurement Officer, you will perform highly advanced professional procurement services so County departments can get the goods and services they need to provide public services. We will count on you to provide assistance and active ongoing support to Procurement Supervisors in the mentoring, development, training, and oversight of Procurement Officers. This responsibility is carried out under the highest ethical standards, utilizing good judgment and in accordance with Arizona State Statutes and the Maricopa County Procurement Code.

We Require
  • Bachelor's degree in Public Administration, Finance, Business Administration, or a related field
  • Five years of experience in a professional capacity involving the procurement of a wide variety of high-dollar and high-complexity contracts for materials, equipment, construction, information technology, and professional provider services
  • An equivalent combination of post-secondary education and/or job-related experience may substitute for the required experience on a year-for-year basis
  • Must possess one of the following certifications: Certified Purchasing Manager (CPM), Certified Professional Public Buyer (CPPB), or Certified Public Procurement Officer (CPPO)

  • Experience analyzing and evaluating bids and proposals, and recommending awards
  • Experience managing a large volume/variety of high dollar and complex contracts, making mathematical calculations, and drawing logical conclusions
  • Experience negotiating with suppliers and consultants to obtain the best possible value for commodities and services
  • Experience leading project teams to ensure completion of projects

Job Contributions
  • Prepare and issue formal solicitations including Invitations for Bids, Requests for Proposals (one step and two step), Invitation to Negotiate, and Requests for Qualifications for projects/needs with a high dollar threshold and a high level of complexity and risk for the County
  • Provide training to using agencies on procurement best practices
  • Conduct public pre-bid/proposal conferences and public solicitation openings and serve as chairperson/facilitator for evaluation meetings and requesting Best and Final Offer
  • Evaluate responses to solicitations based on vendor qualifications, price, and conformance requirements; provide end-user training on best practices
  • Develop and manage contracts for a wide variety of supplies, services, consultants, and capital equipment, including analysis, evaluation, and approval of contractor change orders and contract amendments; monitor and evaluate contractor performance and contract renewals and address vendor/contractor deficiencies; provide end-users with contract management related training
  • Serve as a commodity and service specialist and information resource to user departments, other government entities, and the public to interpret, explain, and make decisions regarding public procurement law and department policies; provide training to using agencies on best practices
  • Research and advise user departments on market trends, new products, service developments, and alternative source selection to assist in developing requirements, the scope of work, or technical specifications; provide training to using agencies on best practices
  • Delegated Purchase Order authority up to $250,000.00 by the Chief Procurement Officer
  • Support the Procurement Supervisor in the training, mentoring, development, and oversight of the Article 3 Procurement Officers; this includes contributing to the development and monitoring of annual goals, objectives, and metrics, as well as the development of training objectives for current and new Procurement Officers
  • Lead the development or review effort for policies and procedures in conjunction with staff as directed

Working Conditions
  • Monday through Friday, 8:00 AM - 5:00 PM in the Downtown Phoenix office location or approved alternative schedule
