Purpose of Position

Under limited direction, the Sr Planning and Project Manager is responsible for Planning and oversight of company projects as defined annually by the KICA budget. Top priorities include the reserve study planning, maintenance of key island infrastructure, major repairs and replacement projects, oversight and management of service agreements, management of the General Maintenance department staff, and assisting with planning of other projects that have a large impact on KICA.


Responsibilities and Duties

  • The position objectives include planning for and maintaining KICA assets and general maintenance services at a quality level and standard that:
  • Preserves the attractiveness and property values of Kiawah Island.
  • Satisfies the majority of members.
  • Optimizes expenses that must be paid by the members
  • Directly supervises General Maintenance Supervisor and oversees the operations of the General Maintenance department.
  • Coordinates with the Director of Human Resources the hiring and firing activities of the General Maintenance Department to ensure equitable practices.
  • Conducts performance appraisals, commendations, disciplinary action, and wage recommendations for those employees directly under his/her supervision.
  • Participates in budget preparation for assigned projects and completes job costs analysis and monthly reporting to track actual job costs and variances.
  • Completes forecasting related to all aspects of construction development and maintains templates for monthly reporting.
  • Plans and maintains a detailed record of planning, funding, execution, status, and completion of projects.
  • Provides regular detailed reporting for assigned projects. Inclusive of, but not limited to; resource allocation, project status, completion projections, any variances from contract documents and forecasting of future needs to reach project completion.
  • Determine priorities and delegate work, monitor, and communicate progress. Establish measures to assess the impact, quality, and timeliness of results.
  • Ensures project quality control plan is in effect and followed.
  • Aid the KICA’s leadership team in identifying the entity’s own resilience challenges and opportunities to enhance/develop its capabilities and plans to address them.
  • Identify and oversee projects related to flood mitigation and climate adaptation with KICA’s Senior Engineer and Operations Director
  • Responsible for coordinating and communicating with internal and external stakeholders in the development of strategies and plans to ensure a sustainable, thriving community on Kiawah Island.
  • Assists with hiring contractors and assists management with respect to contracting, scheduling, quality control, approving completed work and payments.
  • Responsible for the administration, execution, and completion of construction projects. Includes research, bidding, proposals, contracting, construction management, approving payments, etc.
  • Monitors and communicates project related issues, scope changes, variances and contingencies that may arise during the execution of the project to executive leadership.
  • Plans for and provides oversight of the routine inspection and maintenance of KICA infrastructure assets.
  • Oversight of multiple projects, ability to regularly check in at various sites across designated regions. Provide feedback, instruction, and development guidance to employees to help drive projects forward and support individuals in future growth opportunities.
  • Reviews and ensures that the field team members are adhering to safety policies and procedures.
  • Ensures compliance with federal, state, local, industry, contractual, and company regulations, standards, specifications, and best practices.
  • Works with Architectural Review Board on approval of KICA projects, as needed.
  • Follow all company policies and procedures to the Kiawah Standards.
  • Work efficiently in order to reduce costs.
  • Other duties as assigned.
Requirements:

Qualifications and Abilities

  • Bachelor's degree in Construction Management, Engineering or relevant experience is required.
  • Professional project planning certification preferred.
  • Preferred experience in project management and planning, GIS, ARC Map (ERIS), Map Info, Regulatory Permitting (SCDHEC/OCRM, & USACE), construction experience (roads, drainage, and boardwalks/docs), maintenance management , budgeting, project scheduling, cost accounting, bidding, and contract negotiations and implementations.
  • Strong financial reporting and analytical skills.
  • Excellent critical thinking, problem-solving, negotiation and conflict management skills.
  • Excellent time management skills with a proven ability to meet deadlines.
  • Strong organizational skills, attention to detail, and ability to multi-task and manage competing priorities and shifting demands.
  • Ability to adapt and be flexible in a fast paced, dynamic environment.
  • Ability to identify and facilitate executable solutions to the project challenges that arise.
  • Ability to present verbal & written communication in a clear and informative manner.
  • Ability to use relevant software and Project reporting systems.
  • Proficiency with Microsoft Excel, Word, and Microsoft Project.
  • Expertise or ability to learn a project planning software system.
  • Physical Requirements:
  • Prolonged periods standing, walking, stretching, bending, climbing ladders, kneeling, pulling, or other physical activities related to field work.
  • Must be able to work in a variety of weather conditions.
  • Other requirements:
  • Pass a pre-employment drug screen, criminal background check, and driving record check.
  • Maintain a valid South Carolina Driver’s License
