Senior Manager-Payroll
A leading academic medical center In NYC has an opening for a Senior Manager in Payroll.
In this role, the successful candidate as the Senior Payroll Manager is responsible for providing operational direction for union and garnishment processing and payroll tax compliance in a multi-state, multi company environment and ensures compliance with payroll tax regulations and wage and labor laws, are being followed. This role will work closely with the Associate Director of Payroll. The Senior Payroll Manager is the subject matter expert in policy matters involving payroll administration, payroll-tax matters, union deductions and compliance and payroll interactions of benefits and other deductions. They should have the ability to foster relationships with senior leaders by establishing and working collaboratively with other teams and payroll business partners. They will focus on building, teaching, and developing the operational payroll team.
Job Responsibilities:
1. Areas of focus will be, Union reporting and deduction processing, Federal/State/Local and Foreign tax reporting, Customer Service, Overpayments and garnishments
2. Thinks analytically, focuses on the larger picture, and is able to drill into the detail and understand the impact
3. Adapts to shifting priorities while maintaining focus on the broader business.
4. Develops, implements, and monitors processes to ensure consistent high quality and efficiency of the payroll processes
5. Manage a high degree of change in a fast paced, complex, and demanding environment.
6. Ability to handle issues involving sensitivity, confidentiality and legal exposure.
7. Possess the ability to make independent decisions when circumstances warrant such action
8. Manage, coach and develop payroll managers, supervisors and staff
9. Develop a close working partnership with Labor Relations and Business units on all union payroll matters
10. Ability to meet hard deadlines and work under pressure
11. Strong written and communication skills
12. Provide union payroll operations subject matter expertise to Labor Relations, HR, Business Units, and Senior Management Lead tax team and manage all IRS and state agency audits for payroll, and benefits as required
13. Keep abreast of legislative updates that affect payroll/tax regulatory compliance and provides training to staff. Conduct staff performance appraisals
14. Oversee all payroll tax reporting including quarterly filings and reconciliations, year-end W-2 processing. Review and approve work performed by the Payroll Managers and Supervisors.
15. Performs ad hoc analysis to support the decision making processes of departments.
16. Ability to support the Associate Director of Payroll in their absence both at meetings and in the office.
17. Duties and projects as assigned.
HYBRID, 2 times a week onsite
Minimum Qualifications:
To qualify you must have a Bachelors degree, with 5-10 years of Payroll Services experience working with an in-house pay process, in addition to three to five (3-5) years of previous supervisory experience is required.
Preferred Qualifications:
CPP certificate preferred. Experience in a not-for-profit, healthcare setting is also preferred. The candidate should have sound knowledge of time keeping systems (Kronos preferred) and of working with shift payments. PeopleSoft HCM is also preferred
Salary: $145000-$150,000. This salary range is not a guarantee. The actual salary will be based on qualifications, experience, and education and could fall outside of this range. Contact us for more information.
