Incumbents supervise professional, paraprofessional, and support staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures.1. Manages the 5-Year Consolidated and Annual Action Plan process, including any necessary updates or amendments for submittal to HUD, as required. Oversees the City's competitive NOFA process for the awarding of various Federal Entitlement Programs funding to sub-recipients. Develops and administers complex housing and community development programs to revitalize areas targeted under the 5-Year Consolidated Plan. Monitors program effectiveness and optimizes them as needed. Establishes long-range goals/objectives and
writes policies and procedures. Ensures programs conform to the associated Annual Action Plan and other City housing plans, and comply with federal, state, and local laws and ordinances.
2. Reviews and revise, as needed, the Department's Procedures Manual for the City's Federal Entitlement Programs. Coordinates all subrecipient workshops and technical assistance activities. Ensures that all subrecipient Item Plans and contracts have clearly defined performance measures and meet HUD requirements. Works with the City Attorney's Office to ensure all subrecipient contracts not only meet HUD requirements but general legal standards, as well.
3.Ensures that the City's Federal Entitlement Programs meet all established spending deadlines and other HUD financial requirements. Coordinates with the HCD's Internal Finance Team and the general City Finance Department on all applicable HUD financial reports, timely drawdowns, etc. Develops a Program Income Utilization Plan.
4. Ensures that all funded Federal Entitlement activities and/or projects are accurately set up and closed out in HUD's IDIS system. Ensures that these activities and/or projects are monitored, both financially and programmatically according to established timetables in the Department's Federal Entitlement Procedures Manual.
5. Performs supervisory duties such as conducting performance reviews, coordinating training, and implementing hiring, termination, and discipline procedures KNOWLEDGE, SKILLS, AND ABILITIES:
