Department Overview
EPD&A Business Operations provides essential front office and business capability to the Enterprise Protection, Data, and Analytics teams through coordination of the EPD&A True North Strategy, financial and resource planning and stewardship, delivery of programs and projects, and vendor management.
Purpose: Enable the True North Strategy for EPD&A organizations to maximize effectiveness of available resources and delivery of capabilities.
Our Stands:
A streamlined entry point for EPD&A coordination of strategy, planning, financial management and execution with other teams, including OCIO, IT, Functional Areas, Business Finance, and the Enterprise.
Stewardship of planning, resources, and delivery enabling prosperity and achievement of the True North Strategy.
Leadership in LEAN functions and processes across EPD&A.
The delivery wing of EPD&A Business Operations is responsible for execution of Programs and Projects for all Security projects (Corporate Security and Cyber Security) at PG&E and aligned with the strategic roadmap for Enterprise Protection.
Position Summary
We are looking for a Senior Manager to lead our Corporate Security Portfolio Delivery team. The position requires experience with Security Projects, Program, and Portfolio Management. You will be required to effectively translate business objectives and risk management strategies into specific and actionable projects and programs. You will be required to lead the development of target state processes and methodologies for standardized delivery of CSD projects and programs. Additionally, will be responsible for leading project delivery and support personnel (both internal and external to PG&E), as well all other teams within Corporate Security, IT and Functional Areas to ensure alignment with the overall roadmap, through the provision of strategic and operational support, including reporting, risk and issue tracking, quality control and post project stabilization tracking. The position provides executive management and manages day-to-day activities of the CSD Portfolio delivery team to ensure CSD programs and projects meet organizational goals and requirements. Collaborates with and manages cross functional teams to provide end-to-end program and project support, operational financial support, and analysis & governance. You will provide leadership and resolve conflicts during the project and program life cycles. You will be responsible for ensuring Projects and Programs are staffed as required, hiring, onboarding of FTEs and contractors, while being the liaison with HR, Legal, Finance, Managed Service Organizations, Vendors and Consulting firms. This position serves as the escalation point for all CSD Programs and Project delivery related items and is required to work with leaders and teams to gain consensus and execute on decisions, and will ensure adherence to regulatory security compliance and policies and oversee activities of corporate and physical employees and contractors. You will provide leadership and expertise in various security functional areas and work closely with Line of Business contacts to build strong relationships to address security and compliance issues and concerns that affect PG&E's security environment.
The role is hybrid is working from your remote office and in-person in the Oakland General Office as business needs require.
PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. Although we estimate the successful candidate hired into this role will be placed between the entry point and the middle of the range, the decision will be made on a case-by-case basis related to these factors.​ This job is also eligible to participate in PG&E’s discretionary incentive compensation programs.
A reasonable salary range is:
Bay Area Minimum: $151,000
Bay Area Maximum: $257,000
Job Responsibilities
Lead project delivery teams (internal and external to PG&E) to deliver on Corporate Security’s Book of Work and ensure alignment with the True North Strategy and overall roadmap.
Manages CSD Book of Work planning process on an annual, quarterly, as needed basis.
Prioritizes BOW items with Leaders on a regular basis, makes tradeoffs to address risks
Ensures project records are maintained as per standards in ATLAS, SAP, Planisware, any applicable system.
Interprets and applies understanding of key financial indicators to make better decisions and effectively manage financials.
Facilitate LEAN implementation including Operating Reviews and KPIs, design, implementation and maintenance of metrics and visual management boards.
Contracts and vendor management as needed for Portfolio delivery.
Plans and executes project governance and audits at regular intervals.
Ensures Security PMO is aligned with EPM, OCIO, IT PMO for policies and standards.
Provides leadership, motivation, performance feedback, and guidance to staff and team members.
Ensures timely and effective communication regarding the mapping of initiatives to business goals, including presenting information to CSD, IT and Functional Area leaders outlining portfolio specifics.
Ensures compliance to Standards/regulations and governance processes.
Ensures staff has the resources and skills needed to support all projects
Manages the Hiring and onboarding of all resources required for successful delivery.
Qualifications
Minimum:
Bachelor's degree in Computer Science, Engineering, or related field
10 years of combined experience in project management implementing variety of technologies with combined experience in standing up and leading project delivery teams
5 years of supervisory experience leading teams
Project Management Professional (PMP)
Desired:
Law enforcement/Defense/Military background highly desired
Extensive knowledge of PMO practices and project delivery methodology.
Experience in implementing security tools and projects across security domains (Infrastructure Security/Managed Security Services, Identity and Access Management, Security Control and Command Centers, etc.)
Background in Innovation and Automation highly desired
Experience with contracts and vendor management
Working knowledge of a variety of project delivery methodologies
Working knowledge of implementing LEAN and process improvements
Organized, strategically focused, meticulous, and able to deal with ambiguity in a constantly evolving fast paced environment.
Highly collaborative, able to work cross-functionally; possessing the ability to forge relationships and partner effectively.
Knowledge, Skills, and Abilities:
Strong Project Management experience managing large budgets, diverse teams, portfolio financials and complicated implementations
Extensive and demonstrated knowledge of Change Management, project delivery methodologies, LEAN, Agile, Waterfall, Problem solving, Waste Elimination
Excellent problem solving, analytical, technical, written, verbal communication and facilitation skills with the ability to present complex information, concisely to executives.
Working knowledge: MS Office Suite of applications, and systems like SAP, PRJ, ARIBA, ATLAS, Planisware
A demonstrated ability to effectively navigate complex organizational, process, technical and political challenges with minimal direction and supervision.
A demonstrated and initiative-taking ability to help explain necessary trade-offs and balances between immediate and tactical needs or issues with senior executives.
Skilled in business risk analysis and making technical trade-offs between short versus long-term security and business goals.
Ability to work in a high pressure, fast paced environment with rapidly shifting priorities
Ability to learn new technology and concepts quickly
Excellent problem solving, critical thinking, and analytical skills - ability to de-construct problems
Thought leader with a view to creating a viable PMO service and supporting pragmatic delivery of projects
