Capture Manager
Job Summary
The Capture Manager plays a crucial role in OPTiMO’s business development efforts by leading the capture process for potential contracts. This role involves strategic planning, communication, and collaboration with various internal and external stakeholders to position OPTiMO favorably and secure new business opportunities.
Responsibilities
· Point of Contact and Communication: Act as the primary point of contact and effective communicator between OPTiMO, Contracting Officer (CO), Prime Contractors, and Subcontractors throughout the capture process.
· Competitive Intelligence: Lead the gathering and assessment of competitive intelligence to develop a comprehensive understanding of the competitive landscape, market trends, and potential opportunities. Utilize this information to refine OPTiMO's capture strategy.
· Customer Call Plan: Develop and execute a customer call plan to engage with key decision-makers and influencers within potential customer organizations. Gather insights, address concerns, and position OPTiMO's capabilities effectively.
· Teaming Strategy: Lead the development of a teaming strategy, if required, to address capability, staffing, and past performance gaps. Identify and evaluate potential partners, subcontractors, or collaborators to strengthen OPTiMO's bid and proposal.
· Scope and Workshare Coordination: Collaborate with internal stakeholders to coordinate discussions on scope and workshare arrangements to optimize OPTiMO's position within the Statement of Work (SOW).
· Proposal Development Support: Work closely with the proposal team to ensure that the capture strategy is seamlessly integrated into the proposal. Provide critical insights, data, and information to enhance the proposal's competitiveness.
· Risk Assessment: Identify and assess potential risks associated with the capture effort and propose mitigation strategies to address those risks effectively.
· Market Analysis: Continuously monitor market trends, industry developments, and customer needs to adapt the capture strategy as necessary and stay ahead of the competition.
· Relationship Building: Articulate OPTiMO’s value proposition and cultivate and maintain strong relationships with potential customers, partners, and subcontractors to foster collaboration and support OPTiMO's growth objectives.
Requirements
Education / Experience
· Bachelor's in business, Marketing, Engineering, or a related discipline
· This is a Senior level role, requiring at least 8 or more years of experience in capture management, business development, or related roles, preferably within the government contracting sector.
Required KSA (Knowledge, Skills, and Abilities):
· Knowledge: In-depth understanding of the federal contracting landscape, competitive intelligence gathering, and capture management best practices. Familiarity with government acquisition processes, regulations, and customer dynamics.
· Skills: Excellent communication and interpersonal skills, strategic thinking, negotiation abilities, project management, and the capability to work collaboratively in cross-functional teams. Demonstrated ability to identify, develop, and promote opportunities through our pipeline phases, with measurable increases in probability of winning leading up to proposal submittal. Well-organized, goal-oriented proven achiever.
· Abilities: Ability to analyze complex information, make informed decisions under pressure, build and manage relationships, adapt to changing circumstances, and lead teams effectively. Ability to present and participate in Executive-level meetings.
Preferred KSA (Knowledge, Skills, and Abilities):
· Experience in technical solutions business development.
· Federal business development experience; small business and 8(a) experience a plus.
· Experience managing proposals from the prime and subcontractor positions.
