Duties
The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 650 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, child care, food and vending, procurement, logistics and administrative counsel.
This position is located in the Immediate Office, Customer Experience Center (CEC), Office of the Chief Administrative Officer (CAO), U.S. House of Representatives (House). The Customer Experience Center communicates, markets, brands, and delivers customer service to the House community. Within the CEC Immediate Office, the Congressional Staff Academy (CSA) provides House staff with tailored professional development and training. This position serves as the Senior Instructional Designer.
Key responsibilities include designing, developing, and delivering course curriculum and training materials to meet specific needs of Members, Committees, Leadership Offices, and their staff, emphasizing virtual/multimedia course delivery. This includes ensuring trainings adhere to Customer Experience Standards and are consistent in style and organization, designing objective-focused course curriculum, preparing user-friendly training materials, and designing and analyzing follow-up surveys. This individual will be responsible for creating instructional content for live and on-demand audiences to meet the specific subject matter requirements of a fast-paced and matrixed federal organization. A proven background in instructional design, graphics and video production is desired as well as the flexibility, agility and high level of personal organization required to meet the needs of fast-paced organization, supporting high value stakeholders with varying interests.
Primary Duties/Responsibilities:
- Ensures compliance with CAO user experience standards when developing and updating work products.
- Designs and develops course curriculum and training material based upon prior experience with principles of adult learning; structures courses and writes lesson plans and course outlines.
- Identifies learning objectives and selects instructional methodologies for course implementation.
- Identifies and creates instructions for the delivery of online and virtual multimedia training programs specific to the needs of the end user.
- Prepares course development documents, including detailed lesson content outlines, user navigation, screen/page template design, and storyboard/script development with text, voice, sound, and graphics.
- Accurately determines the length and complexity of tasks; provides stakeholders and customers with up-to-date information when requested.
- Analyzes job tasks, procedures, and processes; recommends practical solutions and determines and promotes effective training.
- Reviews products of the instructional design process to ensure instructional integrity and consistency in style, organization, and level of detail.
- Coordinates the development and full implementation of online and virtual multimedia training with other technical experts within the House Information Resources staff.
- Interprets customers’ needs into feasible work products; conceptualizes designs and produces creative solutions that meet customer needs.
- Identifies methodologies and products that provide measurement analysis of usage and success of training program; recommends improvement in the process accordingly.
- Researches best practices in web and desktop application design; translates findings into design recommendations and plans.
- Remains current on new trends in usability that will inform development of the best user-centered design experiences.
- Creates training and development programs based on their learning objectives and instructional methodologies.
- Monitors and analyzes customer satisfaction metrics and uses a data-driven approach to tailor customer experiences.
- Assist Program Manager with design, development and analysis of training surveys, prepares recommendations for improvements or additions.
- Assists trainers in reviewing and preparing training documents, handouts, and job-aids to ensure accuracy, clarity, and effectiveness of learning.
- Performs other official duties and special projects as assigned.

Qualifications
- Minimum of 3years of relevant experience.
- Knowledge of and ability to use systems/software related to Instructional Design, such as: Articulate 360, Adobe Creative Suite, User Persona Development, Rapid Instructional Design, Design Thinking, and learning management systems
- knowledge of principles related to teaching (e.g., adult learning styles, industry developments/trends, instructional methodologies).
- Ability to design a variety of training applications for a broad array of delivery methods (e.g., blended, eLearning, simulations, mobile).
- Knowledge of the ADDIE process and Kirkpatrick’s 4 levels of evaluation.
- Ability to identify and apply technical and behavioral performance improvement solutions to help achieve organizational goals.
- Skill in writing, reviewing, and editing storyboards.
- Knowledge of and ability to identify and implement innovative enhancements into new and existing curriculum.
- Skill in project management, consultation, and coordination.
- Skill in facilitation and presentation.
- Knowledge of web design principles, including user interface design and usability testing.
- Knowledge of networks.
- Ability to develop surveys and collect, analyze, and manage data to inform curriculum modifications/updates.
- Ability to conduct research.
- Knowledge of the software products on the House Software Supported List.
