Job description

Under general direction of the Manager of the Power Contract Management Section in the State Water Project (SWP) Division of Operations and Maintenance (O&M), Power Operations Management, the incumbent is responsible for the complex and unique aspects of the following functions: 1) manage, administer, and provide DWR representation for existing high and medium voltage transmission agreements with Pacific Gas & Electric Company (PG&E), Southern California Edison Company (SCE), the California Independent System Operator (CAISO), and other transmission and/or interconnection providers for the benefit of the SWP pumping and generating facilities; 2) negotiate, prepare, and execute new transmission and/or interconnection agreements;
and 3) facilitate coordination between the Transmission Planning Section, other groups in DWR, and transmission providers or external partners to resolve transmission contract related issues.

Special Requirements
Ability to analyze situations accurately and adopt an effective course of action; negotiate under difficult situations and be diplomatic in sensitive negotiations with other entities. Must be able to prepare clear and concise reports and communicate effectively with a wide variety of individuals and groups.
Must be willing to work occasionally outside of normal business hours, travel, and stay overnight in various locations throughout the State of California or other states which may require air travel or other means of transportation. Must possess a valid California Driver's License as travel throughout the State or other states may require driving a vehicle on public roadways.

Under the provisions of the North American Electric Reliability Corporation Critical Infrastructure Protection Standard CIP-004 as part of the Energy Policy of 2005, this position has authorized cyber access to or unescorted physical access around critical cyber assets and is subject to a satisfactory background check prior to appointment and every seven years thereafter.
FINANCIAL DISCLOSURE REQUIREMENT:
This position is covered in the Political Reform Act and requires financial disclosure within 30 days of the first and last day physically worked in a covered position and annually by April 1st.

This position requires that the incumbent has knowledge of state and federal energy regulations concerning electric transmission including NERC and WECC, project management concepts, contract negotiation, the CAISO transmission grid, and the electric distribution grids of California investor owned utilities (IOUs) and publicly owned utilities (POUs) that connect to DWR facilities. The incumbent must work cooperatively with others, have excellent verbal and written communication skills, maintain consistent, predictable attendance, exercise good judgment, and maintain confidentiality.
