Summary

We are looking for a professional in Human Resources to join our small team of 5 during an exciting era in Issaquah. We are passionate about the Employee Experience and helping to shape the workplace culture through the support we offer to all City Departments.

Under general supervision, performs professional level job tasks in a variety of Human Resources program areas including, but not limited to, recruitment, selection, classification, compensation and salary administration, benefits, training, and organizational development. These positions plan, develop and implement programs and services and ensure that services and programs comply with policies, legal requirements, contractual agreements, and established procedures. Incumbents manage recruitments, develop selection processes, orient new employees, coordinate and monitor committee meetings, research salary issues, review position classifications, develop training, and administer benefits programs.
DISTINGUISHING CHARACTERISTICS
There are two levels in this series, Human Resources Analyst and Senior Human Resources Analyst.
Human Resources Analyst
This is the journey level of this series. Incumbents perform a full range of standard work procedures, operations and tasks. Work involves planning, organizing and initiating tasks and is performed under general supervision, and in accordance with established policies, procedures and legal requirements.
Senior Human Resources Analyst
This is the advanced, fully experienced level of the series. Incumbents perform complex analytical tasks, develop statistics and metrics, contribute to strategic planning, research policy, guide employee relations processes and decisions, and plan, develop, and implement City-wide initiatives, projects and programs. These positions work independently with minimal supervision and may supervise, guide and coordinate the work of professional and support staff.
SUPERVISION RECEIVED AND EXERCISED
  • Reports to the Human Resources Director.

Essential Functions
  • Plans and coordinates recruitments, performs initial job analysis, evaluates classification and salary, develops marketing plan, documents, and screening tools; reviews applications; develops, evaluates and validates selection instruments; supervises administration and scoring of examinations; establishes eligibility lists.
  • Attends job fairs, develops contacts, relationships and networks for recruiting.
  • Ensures that hiring and promotional processes support the vision, mission, goals and objectives of the organization.
  • Performs job analysis and conducts classification reviews; participates in organizational and staffing studies; revises job descriptions, task lists, and classification specifications; prepares study and implementation reports; conducts salary surveys, analyzes data, and recommends adjustments when needed.
  • Administers benefit programs; communicates with vendors and brokers; evaluates programs for effectiveness; manages contracts; develops employee communications and educational tools; monitors legislation and legal requirements; researches and makes recommendations regarding program changes; maintains records and reporting requirements.
  • Advises employees regarding benefits programs; troubleshoots claims and service issues.
  • Orients new employees; develops materials and program.
  • Manages and coordinates workers compensation, random drug testing and safety; may chair and coordinate the safety committee.
  • Supports and coordinates labor negotiations.
  • Assists with research and collection of data; analyzes data, contributes to and forwards recommendations.
  • Participates in workplace diversity, equal employment opportunity and inclusion; coordinates committees; gathers and complies statistical information.
  • Participates in evaluating training needs, develops curriculum, selects instructors, markets program; conducts training sessions and workshops; evaluates training feedback and makes recommendations regarding changes and enhancements.
  • Evaluates staffing needs and assists with succession planning.
  • Interprets policy and legally mandated requirements; advises managers on a variety of personnel related issues.
  • Provides career counseling to individuals and groups.
  • Tracks performance evaluations and salary administration.
  • May serve and Secretary/Chief Examiner to the Civil Service Commission; oversees civil service recruitments and testing; maintains eligibility rosters; interprets Civil Service rules.
  • Coordinates and leads special projects.
  • Maintains and prepares records for Labor and Industries, OSHA, and WISHA.
  • Manages and oversees leave programs..

Qualifications
  • A bachelor's degree with a major in Human Resources management, public or business administration, or a closely-related field; and
  • Two years of experience in Human Resources including experience in at least one of the following areas: compensation and classification, recruiting and staffing, and/or CSC testing and measurement.
  • A master's degree Human Resources, public administration or related field, and certification as a Professional in Human Resources (PHR) are desirable; or
  • any combination of experience and training that would likely provide the required knowledge, skills and abilities.

  • Fundamental principles and practices of Human Resources administration.
  • Principles, methods, and procedures utilized in recruitment and selection, classification, salary administration, benefit administration, training programs, and retirement programs.
  • Applicable Federal and State laws and regulations.
  • Test construction, analysis, and evaluation; methodology for determining reliability and validity of written, oral, and performance tests; interviewing practices, screening and examining techniques.
  • Statistical concepts and methods.
  • Principles of organization, administration, and supervision.
  • Special needs and diverse populations.
  • Technical report writing.
  • Community resources.
  • Computers and computer applications.

Skill in:
  • Use of computers and computer applications and software.

Ability to:
  • Review and evaluate complex data and make appropriate recommendations.
  • Provide technical information and assistance to managers and other City staff concerning personnel programs and policies.
  • Read, interpret, apply, and explain rules, regulations, policies and procedures.
  • Plan and organize work.
  • Work independently with little direction.
  • Maintain confidentiality of records and information as appropriate.
  • Meet schedules and timelines despite frequent interruptions.
  • Conduct research and analyze trends in various aspects of Human Resources.
  • Establish and maintain cooperative and effective working relationships with coworkers, managers, City staff and the public.
