Job description

RESPONSIBILITIES

  • Payroll Reconciliation and Recording - reconcile payroll data for assigned courts, provide accounting and consulting services, and ensure data accuracy and consistency.
  • Complete a payroll file reconciliation to ensure payroll data is mapped to the applicable Chart of Accounts for payroll cash, benefits liabilities, and Personal Services expenditure accounts.
  • Quality Control - audit payroll data for all 58 trial courts to ensure Payroll Financial Services (PFS) staff are completing tasks by following the work standards established for the unit.
  • Identify reports to use and analyze data looking for irregular activities including incorrect journal entries and abnormal account balances.
  • Subject Matter Expert - provide business, functional, and basic technical expertise to trial courts and TCAS units on complex payroll and tax accounting issues; serve as the PFS unit point of contact for internal and external customers.
  • Analyze applicable federal, state, and local laws, codes, regulations, and/or Governmental Accounting Standards Board (GASB) rules as they relate to accounting for payroll, taxes, benefits, and reporting.
  • General Ledger Accounts Maintenance and Benefits Reconciliation - for assigned trial courts monitor, analyze, and reconcile general ledger accounts for liabilities, net pay, benefits, vendor payments, employee accounts receivable, and review of trial balances.
  • Review general ledger liability, cash, and accounts receivable accounts for variances between payroll files, vendor payments, employee collections, and banking entries.
  • Payroll Tax Services for California and other states - for assigned Phoenix HR/Payroll trial courts process California taxes and for all trial courts with employees locate outside of California process out of state taxes.
  • Payroll Tax Deposits - reconcile for each payroll processed and remit payroll taxes by the established tax authority due date using the Bank of America Tax Express system.
  • Assist Fiscal Supervisor with inquiries, conduct research, and act as back up, as needed.
  • Review report requests and identify appropriate method for extracting and compiling data (e.g., Public Access to Judicial Administrative Records (PAJAR), management reports, etc.).
  • Assist Payroll Leads with complex payroll and tax accounting issues, employee payment processing, and banking services tasks.
  • Research and analyze issues, determine appropriate resolution (i.e., system or manual correction).

Other Duties and Responsibilities:
  • Complete required training hours bi-annually

OVERVIEW
The Judicial Council of California is accepting applications for the position of Senior Fiscal Analyst in the Payroll Financial Services unit for the Branch Accounting and Procurement (BAP) office.
The Senior Fiscal Analyst works independently with minimal supervision within the Payroll Financial Services (PFS) unit, supporting the 58 trial courts of California including assignment to one full service and one complex court. This position is considered a unit lead and subject matter expert. This incumbent will perform a variety of complex payroll accounting analysis to provide guidance to the PFS unit staff for all areas of post-payroll, research, law changes, payroll inquiries, and business process changes, etc. The Senior Fiscal Analyst will handle all out of state tax activities including gathering requirements, research and interpreting tax laws, validating system configuration, identifying the impact to business processes, and making recommendations. This position assists the PFS staff and the trial courts with data accuracy, consistency, and compliances with federal, state, and local government laws. This incumbent will develop and maintain relationships with stakeholders, such as, BAP TCAS units, JCC offices, and various levels of court staff. In addition, the Senior Fiscal Analyst helps the Fiscal Supervisor to implement the objectives, procedures, business processes, and internal controls of the unit, and provides expert payroll accounting advice to courts and internal staff.

Desirable QualificationsIn addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
MINIMUM QUALIFICATIONS
EDUCATION AND EXPERIENCE
Bachelor's degree, preferably in business, finance, accounting or a directly related field, and four (4) years of professional experience in accounting, financial analysis, budgetary, or contract administration/procurement.
Possession of a bachelor's degree in a directly related field such as accounting, finance, business, etc., may be substituted for one of the years of required experience. An additional four years of professional experience in the assigned function as noted above may substitute for the bachelor's degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.
OR
Juris doctor, master's of business administration, or master's degree in a directly related field for the assigned discipline such as finance, contract administration or accountancy, and one (1) year of
experience as identified above.
OR
One year as a Fiscal Analyst, in the assigned field, with the Judicial Council of California or one year of experience performing the duties of a class comparable in the level of responsibility to that of a Fiscal Analyst in a California Superior Court or California state-level government entity.
Desirable Qualifications:
  • Advanced payroll and tax accounting knowledge.
  • Strong analytical skills reviewing general ledger accounts in an integrated payroll and financial system.
  • Ability to analyze, interpret, and apply payroll rules, tax legislation, and Memorandums of Understanding.
  • Ability to interact professionally at all levels with internal and external customers.
  • Exceptional written and verbal communication skills.
  • Proficient using Microsoft Office Suite, specifically Word, Excel, PowerPoint, Teams, and SharePoint.
