DEFINITION
Senior Environmental Analyst
This position focuses on developing, coordinating, and implementing the County's municipal storm water and sustainable groundWater Management programs. Key duties for this assignment include building collaborative partnerships, applying best available scientific information, developing projects to address identified needs, collecting and analyzing environmental data, coordinating with consultants and contractors, and overseeing project delivery. This position may also be responsible for assisting with environmental analysis and permitting of infrastructure projects, assisting with site contamination investigation and remediation, developing grant applications, supporting the administration and implementation of grant agreements, and coordinating improvement projects within Humboldt County's parks, trails, and community forest. Experience with water resources, project coordination, and Geographic Information Systems (GIS) is beneficial.
What You'll Do:
Under general supervision, performs complex, difficult and specialized work in the Environmental Services Division; plans and coordinates the implementation of special programs and projects; prepares and reviews technical environmental documents; obtains permits for County projects; may assign and review the work of other staff; performs related work as assigned.

DISTINGUISHING CHARACTERISTICS
This is the specialist and/or working lead level in the Environmental Analyst series. This position performs the more complex, difficult and technical assignments and is responsible for the implementation of specialized environmental programs or projects. This position may have responsibility for directing the work of lower level staff performing a variety of responsible environmental services duties. This class is distinguished from the Environmental Services Manager in that the latter has management responsibility for the activities and functions of the Environmental Services Division.
EXAMPLES OF DUTIES
  • Coordinates, implements and/or directs a variety of activities relating to environmental and natural resources management and planning including special programs and projects.
  • Participates in program development and developing policies and procedures.
  • Compiles and analyzes data and information to prepare technical environmental documents for review by other governmental agencies.
  • Assists users in accessing a data bank containing a variety of environmental resource and impact information and in locating other sources of environmental data.
  • Prepares materials for permit applications; applies for and obtains permits from other governmental agencies for various County projects.
  • Conducts impact analysis on natural and cultural resources such as air and water quality, fish habitat, wetlands, archaeology and noise pollution; prepares summary of findings and develops recommendations.
  • Performs field inspections and monitoring of project sites and facilities.
  • Confers with staff from other divisions and provides input regarding environmental resource considerations in the design of County projects; provides technical expertise to other County staff to ensure compliance with environmental laws and regulations.
  • Participates in preparing grant applications, establishing program budgets and monitors funds; prepares statistical information and reports.
  • Works with consultants to prepare contracts and service agreements; monitors the work of such consultants.
  • Maintains files and records, compiles data and prepares technical and administrative reports; prepares displays, maps, charts and other visual aids for reports and public presentations.
  • Attends public and other governmental agency meetings to gather and provide information regarding the environmental impact of proposed projects; collaborates with community groups and other agencies to plan various projects; prepares reports and presentations for the Board of Supervisors.
  • Conducts special studies, maintains accurate records and files and prepares varied correspondence and narrative reports.
  • May assign, direct, and review the work of other staff; may participate in the selection, training and evaluation of other employees.
  • Monitors developments in the environmental management/natural resources field, evaluates their impact upon County activities and functions, and recommends policy and procedure changes.

QUALIFICATIONS
Knowledge of:
  • Theories, principles and practices of natural resource planning and preservation, including environmental research and analysis.
  • Legislation and technical standards relating to environmental services and quality.
  • Uses, impact, storage and disposal parameters of chemical pollutants and hazardous wastes.
  • Basic theories and principles of earth and biological sciences, such as biology, chemistry, botany, zoology, geology, and soils.
  • Analysis techniques, project management and report writing techniques.
  • Basic budgeting and professional service contract management practices.
  • Business and scientific computer applications related to the work.
  • Basic supervisory principles and practices.

Skill in:
  • Compiling and analyzing complex technical and statistical environmental data.
  • Interpreting and applying laws, regulations, policies and procedures.
  • Operating drafting, cartographic and photographic instruments and equipment.
  • Coordinating multiple projects and meeting deadlines.
  • Exercising sound independent judgment within established guidelines.
  • Establishing and maintaining effective working relationships with other County staff, community agencies and the public.
  • Maintaining accurate manual and computerized records and files.
  • Preparing clear and concise reports, correspondence and other written materials.

Other Requirements:
Must possess a valid California driver's license.
Desirable Education and Experience:
A typical way to obtain the knowledge and skills outlined above is:
Equivalent to graduation from a four year college or university with major coursework in natural resources management, environmental engineering or a closely related field, and three years of experience in providing technical support and analyses for a variety of environmental and natural resource documents and projects.

CalPERS RETIREMENT PROGRAM
Employees fall into one of the following tiers based on the date you first start working for the County or any other employer that uses CalPERS for retirement.
  • Tier I - Prior to 7/5/2012: 2.7% @ 55
  • Tier II - Post 7/6/2012: 2% @ 55
  • Tier III - Post 1/1/2013: 2% @ 62

If this is your first job with a CalPERS employer, you'd be in Tier III.
  • 2% means that for every year you work for the County, you will receive 2% of your maximum annual pay rate for every year that you work for us (or other CalPERS employers) if you work the required minimum number of years (that's called vesting) and retire after the age following the @.
  • If you work 20 years and retire at 62 years of age, you will receive 20 x 2% or 40% of your maximum annual pay rate every year in retirement payments.

PROBATIONARY PERIOD
Persons appointed to regular County positions serve a probationary period. This is normally six (6) months but could be up to one (1) year. All designated safety employees serve a one-year probationary period.
