General Description
This is a full-time, exempt position that works under the administrative direction of the Deputy County Administrator of Administration. This position performs skilled administrative work directing and leading all activities of the County's Parks and Recreation programs. The Director supervises professional, technical, and clerical staff.
Essential Job Functions
ESSENTIAL JOB FUNCTIONS
  1. Leads, directs and oversees operation of all departmental functions.
  2. Plans, organizes, schedules, coordinates, directs, and evaluates recreation and leisure services/programs to include special events, competitive youth and adult athletics, aquatics activities, and special interest classes.
  3. Strategically plans for future parks and recreation improvements and programs.
  4. Professionally represents the Department to elected officials, citizens and other County departments both verbally and in writing.
  5. Ensures existing parks infrastructure is safe and well maintained. Inspects all County parks on regular basis.
  6. Ability to develop long term plans and programs and evaluate the work of subordinates and their accomplishments.
  7. Provides recommendations to the Deputy County Administrator of Administration and County Administrator relative to implementation of their programs.
  8. Promotes community awareness of parks, recreation, and projects. Develops an inclusive Master Plan for county-wide parks, recreation that is reviewed and updated as directed.
  9. Works collaboratively with advisory boards: utilizes advisory boards for guidance and public opinion on current events and future vision of Parks and Recreation.
  10. Assists with County programs after hours and weekends, when needed
  11. Prepares budget estimates and controls expenditures for a variety of programs and line items.
  12. Actively recruits, hires, and trains personnel in the department. Committed to growing talent and creating a positive work environment. Addresses personnel issues and conduct performance evaluations.
  13. Controls and supervises department expenditures forecasting present and future needs for equipment, facilities and programs, and prepares long and short term plans to meet needs.
  14. Directs and guides department staff by creating standard operating procedures and clearly establishes goals and objectives.
  15. Attends and conducts various meetings with internal and external parties.
  16. Meets with community groups and representatives of other agencies to discuss recreational needs, program development and cost saving ideas. Acts on citizen input and complaints regarding recreational programs.
  17. Responsible for success of Youth Sports and Adult Sports.
  18. Required to assist with emergency support functions (ESF) in the EOC during emergencies.
  19. Performs other related duties as assigned.

Minimum Qualifications
MINIMUM QUALIFICATIONS
KNOWLEDGE, SKILLS, AND ABILITIES
  1. Knowledge of modern public administration and personnel management practices.
  2. Knowledge of parks maintenance equipment and recreation equipment.
  3. Knowledge of operating a capital budget.
  4. Knowledge of principal and theory of recreation programming.
  5. Ability to motivate, lead and train staff.
  6. Ability to plan the most cost effective use of staff and equipment.
  7. Ability to develop innovative ways of generating revenues for recreation facilities.
  8. Skilled in communicating with community groups and individuals.
  9. Skilled in developing staff to plan and carry out recreation programs.
  10. Effective public speaker skilled in delivering scalable presentations for small and large groups.

EDUCATION AND EXPERIENCE
  1. Graduation from an accredited four year college or university with a Bachelor's Degree in Recreation, Public Administration, or a related field.
  2. Five (5) years experience as a supervisor preferably in the field of recreation in a progressively organized community recreational program.
  3. Two (2) years experience as a staff member of a recreation department.

(A comparable amount of training, education, or experience may be substituted for the above minimum qualifications.)
LICENSES, CERTIFICATIONS, OR REGISTRATIONS
  1. Ability to possess and maintain a valid Florida Driver's License.
  2. Certified Parks and Recreation Professional (CPRP) Certification.
  3. Certified Pool Operator

(Certifications, if not currently held, must be obtained within 6 months of employment.)
ESSENTIAL PHYSICAL SKILLS
  1. Acceptable eyesight (with or without correction).
  2. Acceptable hearing (with or without hearing aid).
  3. Ability to communicate both orally and in writing.
  4. Work involves walking, using hands to handle, feel or operate objects, tools, or controls, and reaching with hands and arms.
  5. Strength to lift and carry materials weighing up to 40 lbs.
  6. Ability to work outdoors in a variety of weather and temperature conditions.

ANNUAL (VACATION) LEAVE - All regular full-time employees assigned to a 37.50 work week will earn 90 hours to 150 hours, depending on classification and length of service. All regular full-time employees assigned to a 40 hour work week will earn 96 hours to 160 hours, depending on classification and length of service. Note: Leave accruals may differ for bargaining unit employees.
SICK LEAVE - All regular full-time employees will earn sick leave at a rate of 13 days per year. Regular part time employees will accrue sick leave on a pro-rata basis. Note: Leave accruals may differ for bargaining unit employees.
