Job Description
The Director for Program Development and Quality will manage IBI’s efforts to obtain new business, ensuring proposals are of high quality and submitted in compliance with all requirements. They are also responsible providing technical guidance to the PMU regarding the quality of all deliverables and client communications, and knowledge management of IBI information and resources.
The Director for Program Development and Quality (DPDQ) duties fall into the following primary areas: Proposal Development and Management; Quality Assurance, and Knowledge Management. The DPDQ will work closely with the Vice President for BD on business development activities and with the VP of Project Management on quality Assurance (QA) and Knowledge Management Activities (KM). The DPDQ will work closely to train, mentor, and transfer knowledge to less experienced new business and project management staff and interns assigned to these functions. Responsibilities include, but are not limited to, the following activities:
Proposal Development and Management Duties:
- Maintain and improve new business tracking systems for monitoring client forecasts and procurement announcement for new business opportunities;
- Research, analyze and prioritize new business opportunities, lead capture efforts to identify and recruit potential partners, staff, priority issues and solutions, and logistical requirements for proposals;
- Prepare, and manage the preparation of, proposals in response to solicitations, including;
- Draft proposal content including text, graphics, and annexes
- Assign proposal roles, ensure proposal schedule is created and adhered to
- Manage proposal design and review process and lead proposal meetings
- Ensure proposal compliance with Requests for Proposals (RFPs)
- Ensure proposal is editing and is highest possible quality
- Manage proposal review process, identifying reviewers
- Assemble and deliver proposals per RFP instructions;
- Improve or develop IBI systems and tools for proposal development;
- Update or produce general marketing materials and project-specific capabilities statements;
- Represent IBI at industry events;
- Provide mentoring and training to less experienced New Business Staff so they may take on increasingly complex tasks and responsibilities;
- Other duties as assigned.
Quality Assurance and Knowledge Management Duties:
- Maintain existing and develop new quality assurance systems
- Review and edit select deliverables before submission
- Mentor and train both field and HQ staff on quality assurance procedures and techniques, including developing tools aimed at empowering staff to create high quality deliverables more easily.
- Maintain existing and develop new knowledge management systems
- Enhance IBI’s usage of MS tools, including Sharepoint & TEAMS
- Manage Data quality from major subcontractors, supporting knowledge sharing and software platforms.
- Minimum 10 years’ experience including
- Minimum eight years in the international development field, including experience working on USAID-funded programs.
- Minimum five years in a leadership role in preparing proposals for the US Federal Government
- Minimum five years' experience related to quality assurance, knowledge management, and communications
- A bachelor's degree
- Excellent Writing skills
- Significant experience with and knowledge of MS tools, including Sharepoint and MS Teams.
