A Brief Overview
The Senior Director Project Management Office is responsible for managing the portfolio of projects for DTS through their Senior Managers and teams of projects managers. The Sr Director Project Management Office is a key member of the senior management team of the Digital and Technology Services Department and member of the Digital and Technology Executive Committee (DTEC), acting as a team to provide overall leadership for all DTS functions supporting CHOP. The Director Project Management Office collaborates with the CIO and ACIOs to strategize, manage, integrate and coordinate the overall DTS direction.
The Senior Director Project Management Office directs and coordinates all aspects of the Digital and Technology Services (DTS) Project Management Office (PMO) and establishes priorities for the utilization, implementation and maintenance of project management methodology to ensure project development, implementation and maintenance to maximize organizational performance. The Sr Director Project Management Office formulates project management methodology, estimates costs, and ensures projects meet strategic needs. Provides leadership to the PMO in the areas of project management, accounting, marketing, training and compliance. The Sr Director Project Management Office coordinates and collaborates with DTS in order to ensure effective integration of systems with organizational strategies, applications, and processes.
The Senior Director Project Management Office must maintain up-to-date knowledge of technology standards, industry trends emerging technologies, and implementation best practices by participating in relevant forums and reading widely. This role has responsibility to ensure complete alignment of their portfolio at CHOP, direct creation of SLAs, and organizational structure and process to support consistent service delivery. Key dependencies for success require alignment with the other members of the ISEC and CIO direct reports.
In conjunction with the AVP of Customer Success, the Sr Director Project Management Office acts as a liaison between DTS and CHOP executive leadership and clinicians creating business strategies to achieve alignment with technology capabilities and organizational roadmaps. In this role, the Sr Director Project Management Office strives to ensure that technology meets the requirements of the business and clinical functions of CHOP.
The Senior Director Project Management Office can represent the AVP of Customer Success as needed at any meeting and functions as an executive leader at CHOP participating in the CEO Council and other meetings as appropriate and, as such, exhibits executive behaviors at all times.
The Senior Director Project Management Office manages a comprehensive and diverse set of project domain teams, vendor relations, processes and methodologies. They align with senior executives / clinicians and share the responsibility for ensuring overall business performance, departmental human resources and client satisfaction. The Sr Director Project Management Office ensures compliance with all CHOP policies and procedures while fostering patient safety, championing information security and promoting transformational innovation.
The Senior Director Project Management Office is ultimately responsible for the PMO initiation, plan, implement, and closure the portfolio of projects, including these specific areas:
Within project lifecycle planning
  • PMO Industry direction and CHOP positioning
  • Constituency alignment and joint planning
  • PMO Customer service and communication

Within PMO Governance and Oversight
Recommend and create PMO related governance and oversight committees as needed
Partner with clinical and business leaders to define PMO related committee scope, goals, and membership
Vendor management/Contracts management for applications and services in the PMO project portfolio
Negotiate initial contracts in cooperation with Supply Chain to maximize CHOP's service and minimize cost
Review contracts on a regular basis and renegotiate terms as needed to align with current requirements
Maintain relationships with strategic vendors to maximize CHOP's position
Within Resource management
  • Recruit and develop staff
  • Prioritize and align resource utilization
  • Staff motivation and retention
  • Training and development opportunities for staff

Project oversight in conjunction with PMO Managers
  • Manage the System Development Life Cycle (SDLC) for applications including requirements, process documentation and management of user relationships
  • Align projects to the institutions strategic priorities and customer requirements through the project initiation processes
  • Manage change

What you will do
  • Building and managing a comprehensive and diverse project/program management office function supporting the entire DTS organization as well as CHOP Enterprise Plan and other CHOP Enterprise-wide initiatives.
  • Oversight of quality assurance, quality management, and quality control activities across DTS
  • This position works closely with the DTS and CHOP Leadership to ensure the execution of the Enterprise and DTS Strategic Plans and has the following areas of responsibility:
  • DTS PMO- Building, managing, and supporting the entire DTS PMO department, including all DTS capital and operational projects, and managing a centralized, high performance project management team focused on driving essential high visibility projects to successful completion. The DTS Project Management department, develops and maintains PM methodologies and processes, including portfolio and project financial, schedule, resource, issue and risk management. The PMO also manages the DTS Project and Portfolio Management applications and the PMO Analytics toolset.
  • DTS Planning - Supporting the objectives of the CHOP senior management and the Enterprise Capital Steering Committee (ECSC) by managing the annual fiscal year DTS capital/operational project request and planning process. This process involves the intake of more than 200 project requests each year, prioritization of these requests in collaboration with the DTEC, CHOP business executives, various governance committees, and the ECSC, and in-depth demand estimation and resource planning.

Education Qualifications

  • Bachelor's Degree Required
  • Master's Degree Preferred

Experience Qualifications

  • At least fifteen (15) years experience in healthcare operations, information systems or equivalent Required
  • Demonstrated experience in managing a complex portfolio of applications and services Required
  • Formal Project/Program Management training and experience Preferred

Skills and Abilities

  • Demonstrated experience managing client engagement model between DTS and internal client departments, with primary objective to build and maintain productive working relationships with client departments
  • Demonstrated experience managing senior partnering relationships with various types of organizations
  • Demonstrated ability to manage relationships at the enterprise level and to understand implications to the company and its business environment, including the ability to understand highly complex business initiatives/drivers
  • Demonstrated ability to understand impacts to strategic plans that will drive business decisions, changes to the business environments, influence technology solutions, organizational cultures, and business relationships
  • Demonstrated knowledge of technology products and services that meet business needs, and ability to effectively advise and influence customer choices for products/services
  • Information Security Requirements
  • Understand and comply with all enterprise and DTS departmental information security policies, procedures and standards.
  • Support the integration of information security in the development, design, and implementation of Hospital Technology Resources that process, transmit, or store CHOP information.
  • Support all compliance activities related to state, federal regulatory requirements, healthcare accreditation standards, and all other applicable regulations that govern the use and disclosure of patient, financial, or other confidential information.

  • Project Management Certification (PMP) - Project Management Institute (PMI) - Preferred
