The MNIT DHS team supports complex and varied technical needs, including systems that provide health care coverage, deliver child protection and welfare services, and provide support for Minnesotans with special needs including mental illness, chemical dependencies, and physical or developmental disabilities.
Job Summary
As the Senior Developer and Database Administrator, you will focus on providing, mentoring, and leading technical worker direction to less experienced staff and to assist in development and operation of application development standards and best practices. You will be responsible for understanding business problems, designing, developing, configuring, testing, and deploying software to provide the solution. In this role you will write the code to produce applications that provide measurable business value, and most often use Agile techniques and are a part of a larger, cross-functional team. As the Senior Developer and Database Administrator you will learn new languages and technologies while staying on top of the technology wave. This position works closely with architects, other administrators, code developers, project managers, business analysts, subject matter experts and other key stakeholders to deliver MADD applications that address documented business requirements that operate within design specifications. You will build applications in accordance with MNIT Software Development Life Cycle and follows standard application development best practices. This position will be considered to be an expert by maintaining and building competency by taking the sole role in identifying elements of highly complex and large-scale projects. At this level participation and support of peer code reviews, technical walkthroughs, cross-training, mentorship, and other knowledge transfer activities are expected. The team has adopted IBMs Change and Configuration Management (CCM) tool to track work as epics, stories, tasks, and defects, and the incumbent will help to move work into sprints of work that spans the team.
This position is currently eligible for full-time telework:
- Telework for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St. Paul, Minnesota.
- Only candidates located in Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) are telework eligible.
Qualifications
Minimum Qualifications
Candidates must clearly demonstrate all of the following qualifications in their resume:
Position requires a minimum of five (5) years of technology experience as an application developer.
Experience must also include:
- Experience in analyzing, designing, programming, and testing applications.
- Experience working with Oracle or SQL Server in application development of Enterprise Class Databases.
- Ability to evaluate and recommend alternative solutions to solve system level problems.
- Experience working within a large diverse System Development Life Cycle (SDLC) and developing advanced API's.
- Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
- Customer service skills that include active listening, empathy, and problem-solving.
- Knowledge of overall data processing hardware and software concepts required.
A master’s degree in Information Technology or a related field will substitute for three (3) years of experience, OR a related bachelor’s degree will substitute for two (2) years, OR a related associate’s will substitute for one (1) year.
Preferred Qualifications
- Ability to manage extensive application development portfolio with multiple projects at various stages of design, development, implementation or production.
- Ability to mentor and lead other junior technical developers to design, build and implement technical solutions for various business needs.
- Knowledge of business continuation, disaster recovery desired.
- Knowledge of Change and Configuration Management or similar systems for task based work tracking is desired.
