Position: Data Analyst
Location: Remote; Some travel to meetings in Washington, DC

Description: J Terry & Associates is bidding a requirement for program administration, performance, policy, and analysis support services for the U.S. Department of Labor (DOL) Veterans Employment and Training Services (VETS) programs. JTA is seeking qualified individuals willing to support this bid by at least having their resume included in its proposal. Ideal candidates will meet all stated qualifications and have experience supporting the Department of Labor programs and/or programming for veterans.
Qualifications
· Minimum of 5 years of experience in each of the following areas:
o Identifying, repairing, and maintaining data gathering systems: This includes experience with data infrastructure, data collection tools, data cleaning and processing methodologies, and troubleshooting data quality issues.
o Providing written technical guidance on information technology changes and one-on-one technical assistance: This includes experience with preparing user guides, technical manuals, and other documentation; providing clear and concise technical explanations; and troubleshooting issues with users.
o Interpreting data: This includes experience with data analysis techniques, identifying trends and patterns in data, and drawing conclusions from data sets.
Data Analyst Description and Duties: The Senior Analyst or equivalent shall have a minimum of five (5) years of experience in identifying, repairing, and maintaining data gathering systems, a minimum of five (5) years of experience providing written technical guidance on information technology changes and one-on-one technical assistance, and a minimum of five (5) years of interpreting the data. The information technology programmer or equivalent shall possess the knowledge of workforce development programs and issues surrounding employment and training programs. The individual must have knowledge of national and statewide workforce development systems, grants and programs targeting veterans, and quantitative analysis.
Knowledge:
· Workforce development programs and issues surrounding employment and training programs: This includes understanding the goals and objectives of various workforce development programs, the challenges faced by participants, and the best practices for program design and implementation.
· National and statewide workforce development systems: This includes understanding the structure and function of these systems, including relevant programs and funding opportunities.
· Grants and programs targeting veterans: This includes specific knowledge of programs like HVRP, JVSG, and USERRA, and their intended impact on veteran employment.
· Quantitative analysis: This includes strong skills in statistical analysis, data visualization, and interpretation of complex data sets.

· Business Intelligence Specialist: Develops and implements business intelligence solutions to provide data-driven insights to stakeholders.
· IT Specialist: Provides technical support and assistance for data gathering systems and other IT infrastructure.
· Program Evaluation Specialist: Conducts evaluations of workforce development programs to assess their effectiveness and identify areas for improvement.
· Policy Analyst: Conducts research and analysis to inform policy decisions related to workforce development and veterans’ employment.
