a) This Position requires access to Secret information.
b) The Contractor shall supply to USAGM qualified personnel, per the GSA labor schedule categories.
c) This service shall be provided on a Labor Hour basis under the direction of Agency's CIO and Contracting Officer designated representative.
d) These individuals shall perform this work at USAGM's Headquarters Cohen Building (330 Independence Ave, SW) unless otherwise mutually agreed to by the CIO and the Contracting Officer designated representative. Skill set info a) Assisting USAGM's internal IT security staff with the update of USAGM's IT Security Program policy and procedures.
b) Assisting USAGM's internal IT security staff by providing timely reminders to Agency ISSO's in support of the Agency's Continuous Monitoring efforts.
c) Assisting USAGM's internal IT security staff with the launch of USAGM's Configuration Management program by providing compliance testing and guidance to ISSO's on the implementation of DISA's Security Technical Implementation Guides (STIGs).
d) Assisting USAGM's ISSO's in the creation of FISMA "Moderate Level documentation as defined in NIST 800-53 rev. 4 or later and NIST 800-37. This documentation shall conform to USAGM or NIST templates and include the following items which are needed to conduct annual IT Security assessments:
a. System Security Plans (SSP),
b. FIPS 199 documents,
c. Continuous Monitoring plans,
d. Configuration Management plans,
e. Incident Response plans,
f. DR/CP plans,
g. Privacy Impact Assessments.
e) Assisting USAGM's internal IT security staff by conducting independent Security Test and Evaluations (ST&E) of the Agency's internal and cloud FISMA systems and documenting the ST&E results in Agency's Information Assurance tool.
f) Assisting USAGM's internal IT security staff by producing Security Assessment Reports (SAR) using the Agency's Information Assurance tool.
g) Assisting USAGM's internal IT security staff by evaluating the Risk of any SAR findings stemming from the ST&E effort and summarize them into Plan of Action and Milestone (POA&M) tracking documentation.
h) Assisting USAGM's internal IT security staff by tracking the IT Risk management program progress thru Plan of Action and Milestone (POA&M) updates and/or data submission to the Agency's Office of Risk Management.
C.4 Required Qualifications
a) The Contractor shall supply FISMA/Cyber-Security, Cloud application and Global support personnel per the following labor schedule categories.
b) The Contractor shall provide the necessary resources to manage, perform, and administer the contract. These personnel shall be capable of independent work to complete the deliverables under the general supervision and direction of USAGM's OCIO. Different task orders require different levels of expertise, education, and experience.
c) The Contractor(s) shall provide experienced and qualified personnel with all the skills necessary to perform the work identified. Some Contractor(s) personnel must have and maintain certain valid Licenses and Certifications to perform the work and will be identified at the task order level. Various required training, qualifications, licenses, security clearances, or certifications must be obtained prior to commencement of work at Contractor(s) expense. All contractor personnel shall be able to read, write, speak, and understand English, shall possess good written and verbal communications skills, and shall have sufficient knowledge of proper English grammar, spelling, capitalization, and punctuation rules to identify errors and make corrections.
d) The contractor shall accomplish the assigned work by employing and utilizing qualified personnel with appropriate combinations of education, training, and experience. The contractor shall match personnel skills to the deliverables. These personnel shall be capable of independent work to complete the deliverables under the general supervision and direction of the CRO and within the timeframe specified in the task order.
e) The Contractor personnel shall have a current "Secret clearance as a minimum or be able to pass a "Noncritical-Sensitive background investigation
f) The Government reserves the right to request a change in personnel if circumstances so warrant.
