The Senior Compliance and Internal Audit Manager contributes to the success of Office of Compliance and Integrity (OCI) by providing management and direction as it relates to complex, System-wide corporate compliance and Internal Audit matters. Responsible to both HHC at the system level as well as to one or more specific Regions and/or Networks of HHC as the primary liaison to the Office of Compliance and Integrity (OCI). In the role of OCI liaison, develops strong relationships with, and reports periodically to, the Executive Leadership Team (ELT) of the respective Region(s) and/or Network(s), keeping Leadership apprised of ongoing OCI program activities impacting those Regions and/or Networks while promoting a culture of compliance and ethical business practices. Responsibilities include but, are not limited to the following:

    • Conducts and coordinates compliance investigations including, but not limited to, the Anti-Kickback Statute, Stark Law, Exclusion Statute, Human Subject Research, EMTALA, Beneficiary Inducement, Antitrust and other State and Federal non-privacy healthcare laws and regulations. Maintains all investigation notes and files in a contemporaneous, organized manner within the OCI incident-reporting database. Strives to close all investigations and respond to all routine inquiries within OCI department standards and industry benchmarks. Escalates urgent issues to OCI leadership when necessary.
    • Manages the Internal Audit Function and the work of the outsourced Internal Audit partner. Effectively communicates audit recommendations and internal control improvements throughout all applicable campuses and facilities. Acts as the liaison between the audit partner and all levels of HHC Management and Executive Leadership. Monitors Internal Audit plan status and activity with a goal of completing audits within 3 months of commencement. Coordinates all meetings and walkthroughs between HHC and the Internal Audit partner with OCI support staff. Coordinates the review of all audit materials such as the proposed audit scope memo, risk and control matrices, process narratives, flowcharts and draft Internal Audit reports with the System Director of Compliance and Internal Audit and Chief Compliance Officer. Monitors outsourced Internal Audit partner's reports on the status and validation of Internal Audit corrective action plans.
    • Leads and participates in special project management to advance initiatives identified by leadership. Work with colleagues within OCI and throughout HHC to identify areas of process improvement within those initiatives and assist the development of standard work to address identified needs.
    • Exhibits critical thinking skills to identify and respond to potential compliance program violations. Recommends solutions and corrective actions to remediate any identified compliance program violations and monitors the successful implementation and sustainability of associated corrective action plans. Recommends specific sanctions and disciplinary measures when necessary and appropriate.
    • Serves as the key corporate compliance liaison to one or more specific Regions and/or Networks of HHC. In the capacity of the OCI liaison, develops and maintains strong working relationships with leadership and prepares quarterly reports to the Regional ELT to keep them apprised of compliance-related activities and investigations impacting the Region/Network.
    • Conducts risk assessments on a continuous basis to evaluate and mitigate compliance risk. Links risk assessment activity to the development and prioritization of annual OCI Work Plan. Keeps all assigned OCI Work Plan activity up to date, identifies and escalates any barriers that may prevent any work from being accomplished as planned.
    • Provides guidance to all levels of staff and management on compliance and regulatory issues. Addresses new and emerging compliance laws and requirements in collaboration with HHC management, including the development of education materials and policies and procedures as necessary.
    • Maintains current knowledge of applicable federal and state laws and other regulations and accreditation standards, and monitor compliance and audit standards and changes in regulations to ensure organizational adaptation and compliance. Participates in outside healthcare compliance organizations to stay abreast of developments and best practices within the industry.

Qualifications

Education:

  • MBA, MHA, JD with major coursework in business administration, health care administration, or law

Experience:

  • A minimum of ten years of health care compliance experience, preferably in a large Healthcare system setting or in a consulting capacity.

Licensure, Certification, Registration:

  • CHC or CCEP, CIA
