For additional information on CORE, please visit our website: www.medicine.yale.edu/core The Senior Program Director, Quality Measurement Programs (Senior Director in this job description), directs the development, maintenance, and implementation of national health care quality measures and advances measurement methods. Reporting to the Executive Director of CORE, the primary role is to manage a large portfolio of projects, provide scientific direction and vision, interact with federal and other clients to discern needs and ensure work product satisfies the clients goals. Additionally, the Senior Director is responsible for generating revenue in the form of successful contract applications, supports and mentors staff, and contributes to COREs culture and climate including promoting inclusiveness, creativity, innovation, and staff development. Oversees a diverse and highly skilled group of experts in clinical medicine, epidemiology, biostatistics, public policy, and data management and analysis, including Directors, Associate Directors and Technical Leads. Ensures high quality contract deliverables, on time and on budget. Oversees the Quality Measurement Program operations including staffing, policies and procedures, employee engagement and development of proposals to ensure continued and future funding. The Senior Director will also help design and direct Quality Measurement research and programs funded by other sources and will contribute substantially to setting the strategic direction of CORE. We seek a candidate with clinical experience who is an analytical person, a strong communicator, and an experienced team and client manager. The candidate ideally has experience with Quality Measurement and federal policy around use of measurement in value-based programs. The list of accountabilities is not intended to be all-inclusive and may be expanded to include other duties that management may deem necessary from time to time. The duties of this position can be conducted remotely if that meets the business needs of CORE. Flexible work schedules and telecommuting are available if needed and /or desired.

Responsibilities
  • 1. Sets direction; builds functional teams; define project deliverables in detail; shepherd measures through national consensus committees such as the National Quality Forum; advance measurement methodology; communicate measurement approaches to expert and public audiences; and facilitate national measure implementation.
  • 2. Supervises Directors, Associate Directors, and Project Leads, reviews interim products, trains staff, chooses and implements management strategies to improve work flow and quality, and assure timely completion of high-quality deliverables.
  • 3. Sets priorities for and supervises preparation of academic papers related to CMS work and participates in writing and reviewing manuscripts.
  • 4. Oversees Quality Measurement Operations. Works with Directors, Associate Directors, the CORE PMO, and CORE Business Team to set staffing levels, develop budgets, and develop standard policies and procedures across Quality Measurement contracts.
  • 5. Briefs CMS or other funding agencies on major substantive and management decisions and negotiates details of product deliverables with agency managers and staff.
  • 6. Collaborates with and responds to other Quality Measurement stakeholder institutions (e.g., other government agencies, hospital associations, hospital systems, and research groups) to advance CORE work and the field of Quality Measurement.
  • 7. Ensures compliance with contractual requirements and regulations established by the funding agencies, Yale-New Haven Hospital, Yale-New Haven Health System, Yale University and outside agencies.
  • 8. Leads the development and writing of contract and grant proposals supporting Quality Measurement work that furthers CORE's mission of improving patient care.
  • 9. Responsible for high quality contract and project deliverables submitted on time and within budget.
  • 10. Sets project and staff goals, conducts performance reviews and creates staff development plans.
  • 11. Mentors and trains staff.
  • 12. Promotes strategies to improve employee engagement and staff retention.
  • 13. Serves on the CORE Leadership Team and contributes to strategic planning and fulfillment of the CORE Business Plan.

Qualifications
EDUCATION
MD required. Training in health services methods also required.
EXPERIENCE
Minimum ten (10) years experience in health care quality field required. Experience managing professional staff required. Excellent writing and verbal communication skills. Demonstrated mastery of epidemiology and excellent analytical skills. Clinical experience preferred. Teaching experience desired

SPECIAL SKILLS
Comprehensive knowledge of health care Quality Measurement methods and policy. Comprehensive knowledge of policies pertaining to research studies. Experience managing technical professionals. Well developed oral and written communication, statistical, organizational, analytical, and interviewing skills. Strong management, supervisory and training skills, independence in project leadership, and budget oversight/adherence required.
