Job description

Reporting to the Chair, the Senior Clinical Administrative Director of the USC Caruso Department of Otolaryngology - Head and Neck Surgery directs and oversees clinical, administrative, financial, and research operations for a Keck School of Medicine clinical department through subordinate managers, supervisors, and professional staff. Provides administrative leadership, guidance, and oversight of all administrative and operational functions including finance, business strategy and planning, program development, human resource management, compliance, research administration, educational administration, and facilities management. Collaborates with the department Chair on strategic planning initiatives, quality assurance, team building, and staff development. Develops, recommends, and implements operating policies and procedures for the effective and optimal functioning of the department.
This is the top administrative position within the Otolaryngology - Head and Neck Surgery department comprised of 66 faculty, 70 staff, and over 100 trainees. The total expense budget exceeds $40 million annually. The department staffs 9 ENT clinic sites and has experienced rapid clinical growth over the past 10 years. We expect to continue with a clinical growth rate of 10-12% per year in patient encounters, wRVUs, and net collections. The department It ranks within the top 10 for NIH research funding in the country, and holds two training grants. The department also runs a Masters Program in Speech-Language Pathology, a residency program in otolaryngology, and multiple fellowship programs.
Specific duties include:
Financial Management
The Senior Clinical Administrative Director oversees all financial operations of the Otolaryngology - Head and Neck Surgery department. Specific responsibilities include directing finances across all funding groups, including clinical revenue, Dean's allocations, federal and industry research funding, county funding, outside contracts, and hospital funding. Performs short-and long-term financial forecasting and planning, analyzing financial data for trends, making major budgetary and resource allocation decisions, and advising faculty and/or staff regarding budget preparation. Implements and manages strong internal controls to ensure the department's strong financial status.
Personnel Management
Oversees personnel operations to include employee engagement efforts to cultivate an employer-of-choice work environment. Determines organizational structure, reporting relationships, and short- and long-range staffing needs based on department goals. Partners with HR leadership to ensure appropriate hiring practices, performance management, professional development, and succession planning for all areas.
Research Operations Management
The Senior Clinical Administrative Director is responsible for overseeing the Otolaryngology - Head and Neck Surgery department's research activities. This includes overseeing grant proposal submissions (both Federal and Industry) for the department including review and approval of proposed salaries and effort, and the appropriate application of fringe benefits and indirect cost rates. Reviews, approves, and tracks any cost-sharing commitments by the department. Maintains currency with, understands, and enforces USC and Keck Medicine research compliance policies for human subjects, animal welfare, conflict of interest disclosures, biosafety, and effort certification. Ensures agency requirements, deadlines, and internal schedules for tracking proposal development and responses are communicated.
Communication
The Senior Clinical Administrative Director ensures effective and transparent communication and fosters collaboration and engagement across the department. This department has multiple clinical, research, and educational sites scattered around Los Angeles. The Senior Clinical Administrative Director is responsible for developing synergy between these sites to forward the departmental mission, which includes excellence in patient care, groundbreaking scientific discoveries, and education of the next generation of leaders in the field. The Senior Clinical Administrative Director should train staff so that they understand the vital role they play in the overall success of the department.
Strategic Planning
The Senior Clinical Administrative Director is responsible for strategic planning and evaluation. This position fosters and stimulates wide engagement in the development, execution, and monitoring of the current and future strategic plans to optimize clinical service (inpatient, outpatient, and community partners), the research mission (basic, translational, and clinical), and all educational opportunities for trainees (undergraduate, graduate, post-doc, resident, and clinical fellows). This includes leveraging data and analytics, developing tracking tools, and fostering transparent internal and external communication. In particular, the Senior Clinical Administrative Director will analyze expansion opportunities by performing a thorough risk-benefit analysis and provide meaningful counsel to the department Chair to guide decision-making. They will work with the health system and the office of the Dean to coordinate and plan all expansion activities.
CANDIDATE SPECIFICATION: KEY SELECTION CRITERIA
Ideal Experience
Candidates for the position of Senior Clinical Administrative Director will be selected from a diverse pool and will be evaluated according to the following criteria:
Seven (7) years of progressive, successful leadership experience within academic medicine.
Master's in business administration, health care administration, or a related advanced degree is required, with additional education or experience in strategic and operations management viewed favorably.
Demonstrated managerial and business acumen. Exceptional analytical skills. In particular, strong business and financial aptitude, with the experience and demonstrated understanding of complex pressures facing academic medical centers and healthcare delivery organizations.
Previous responsibility and success in establishing and implementing strategic and operational plans.
Ability to engage and motivate a senior professional team and provide the necessary guidance, mentorship, and direction to achieve strategic goals and achieve high employee engagement.
Strong strategic written and verbal communication skills.
Demonstrated ability to work well with people at all levels. Culturally sensitive and compassionate. A creative problem solver. A reputation as a consensus builder and someone who can resolve conflict and manage through ambiguity.

The annual base salary range for this position is $179,707.20 - $248,481.72. Minimum Education: Master's degree, combined experience/education as substitute for minimum education
Minimum Experience: Seven (7) years
Minimum Field of Expertise: Degree in Business Administration, Accounting, or a related field. Management experience within an academic clinical department. Thorough knowledge of management principles, finance, budgeting, human resources, administration, business strategy, and applicable laws/regulations in academic medicine.
