Join us as a Senior Business Systems Analyst!
We are hiring two additional Senior Business Systems Analysts to boost our IT team. You will be helping TriMet to understand business problems, identify the best approach to solving that problem, and work with vendors and engineers to implement solutions. One of the positions will require an understanding of Oracle EBS - candidates with experience working with the Human Capital Management modules are particularly welcomed!
The IT Business Systems Analyst (BSA) elicits and documents business needs, leads the consideration and evaluation of ways for meeting those needs, and develops estimates of costs, benefits, and risks of IT projects. Based on a close and effective relationship with both business stakeholders and IT subject matter experts, the BSA helps TriMet find effective and efficient ways to achieve important business outcomes through the use of technology.
Work of the BSA will include addressing both functional business needs and non-functional needs such as cybersecurity, retirement of legacy debt, and transition to sustainable technology architectures. The BSA will create business cases and collaborate in the creation of roadmaps and similar large-scale plans. The BSA will create a variety of work products, such as functional specifications, that will be used to guide development, testing and implementation.

This position works closely with division business partners, IT project teams, and IT leaders. The BSA applies proven communication, analytical, and problem-solving skills to help TriMet make good technology decisions and optimize business processes.

Serve as a good steward of TriMet by regularly utilizing our transit system to maintain a strong and current understanding of customers' experiences and of TriMet's product and service offerings.
1. Perform requirements gathering and validation using appropriate methods including interviews, joint application design sessions, analysis, current system documentation, business process modeling (including rules and logic), and data gathering and analysis.
2. Collaborate with business and IT stakeholders to identify alternative ways of meeting business needs. Consider existing business processes and technologies to identify a viable range of options for meeting business needs. Address both functional and non-functional considerations. Craft alternatives analyses that document and compare the feasibility, costs, risks, and benefits of various options.
3. Produce business cases to support strategic alignment, governance and project definition.
4. Clearly document scope and define critical measures of success for proposed work.
5. Documentation may take any of several forms such as feature and requirements statements, process design/re-design, epics, or user stories.
6. Lead and facilitate the process of designing and redesigning applications and business processes for efficiency, accuracy, and effectiveness within TriMet's architectural and technical environment.
7. Develop and maintain close working relationships with business partners, IT subject matter experts, and leaders across the agency to provide an effective environment for inquiry and progress.
8. Create system models, specifications, diagrams, and charts for use by developers and others in creating and configuring systems to meet business needs.
9. Collaborate with business partners, project managers, subject matter experts, and other stakeholders in the creation of various project-related plans including those for change management, communications, testing, transition to operations, and operational support.
10. Work closely with IT and business stakeholders including managers, directors, and subject matter experts from the business and enterprise architects, developers, engineers, cybersecurity specialists, to create IT roadmaps for the planned achievement of complex, long-range technology goals.
11. Manage small projects, supported by the advice and counsel of a project manager. Assist in the creation of contracts and agreements such as statements of work and service level agreements.

A Bachelor's Degree in Business, Planning, or a related field is preferred.
A minimum of four (4) years of experience are required.
Two (2) years of experience in a hands-on technical role in the field are required.
Four (4) years of technology experience are preferred.
One (1) year of experience with complex technology projects, especially as regards the interface between the business, IT and governance, is preferred.
One (1) year of experience with business process optimization such as lean six sigma is preferred.
A certified Business Analyst Professional Certificate is preferred.
Any combination of training experience may be substituted.
Or any equivalent combination of training or experience.
*The amount of credit a candidate receives for prior years of experience is based on the relevancy of that experience to the required or preferred prerequisites of the job description. Experience is prorated based on hours worked. LRHR assigns and validates the "credited experience.

Type of Position / Grade / FLSA
Grade 16, Exempt, Non-Union, Full-Time. This position requires two (2) days per week in-person.

Salary Range
Minimum: $97,122.00
Maximum: $145,683.00

Salary offers will be determined by a candidate's education, training and relevant experience. Any final offer of employment will fall within the range stated above. For transparency, we choose to list the full available grade range, however, TriMet's salary administration process will ultimately determine the final salary offered.
