Job Description Summary
Manage all components of FMLA, STD, and PPL which includes all aspects of compliance, problem resolution, policy interpretation, and payroll processing for STD and PPL recipients. Review all documentation, including medical certification forms, to ensure that the University remains compliant with federal regulations. Enter and manage leave information in QCERA and Workday and distribute employee notices and emails as necessary. The position requires extensive knowledge of Penn policies and federal regulations, strong judgment, research, and decision-making skills as well as the ability to interact with all levels of management. Handle all employee questions either by email, the HR Solution Center, or telephone. This position is also responsible for the implementation and design of programs that will improve plan operations and operating efficiency and provide direction for HR affiliates and University staff.
Job Description
Job Responsibilities
  • Manage and administer all components of FMLA, STD and PPL, including the collection and review of all applicable forms and letters and responding to all employee inquiries, including BA's, supervisors and other HR personnel, either by email, HR Solution Center or telephone.
  • Manage database and employee files to maintain compliance and confidentiality, which includes entering all leave information into QCERA and managing information in Workday
  • Process payroll for STD and PPL and monitor payments for accuracy
  • Explain and interpret FMLA regulations and University policies to managers, supervisors, business administrators and employees.
  • Perform additional duties as assigned

Qualifications
  • Bachelor's degree and 3 -5 years experience in HR or a benefits-related field or equivalent combination of education and experience.

  • Experience in the administration of FMLA and STD is strongly preferred.
  • Ability to work independently, be detail-oriented, possess excellent communication skills (both written and verbal)
  • Strong interpersonal skills and strong computer skills, including experience with Microsoft applications.
