Job Title: Senior Accounting Manager
Location: Augusta, ME (This position reports to TRC Engineers, LLC's office in Augusta, ME. Applicants may work from a home office anywhere in the United States.)
Offered wage: $81,266/year
Duties: Responsible for all aspects of the company's Indirect Cost Rate (ICR) and Cognizant audits, pre-award, interim, and final contract audits with government clients. Responsible for company-wide compliance with Part 31 of Federal Acquisition Regulation (FAR) and the development, implementation, and maintenance of processes which monitor contracts with government clients. Works directly with the Company's Certified Public Accountant, the Cognizant audit agency, and government clients. Responsible for the annual prequalification of the audited ICR with 30 state government clients, including submission of the audited ICR and required supporting documents. Works with the company's internal Proposal team concerning the application of the audited ICR to develop proposal pricing and provides guidance concerning requirements for FAR-compliant pricing. Works with external clients during proposal reviews and pre-award audits to answer questions and respond to requests for additional information. Briefs executive management concerning ICR audit planning, final ICRs, and consultant rates, and relative impact of ICRs on cost-plus contracts. Briefs executive management concerning potential acquisitions' government contract portfolios, including the impact of the transition to the company's ICRs and relative impact to the operating margin. Works with the Project Accounting team concerning the application of final audited ICRs to cost-plus contracts to ensure that cost-plus contracts billings are updated to current ICRs and prior year indirect overhead has been adjusted to the final ICR for the year. Responsible for a portfolio of complex Exit Strategy projects, including preparing the Estimate at Completion (EAC) and the Environmental Remediation Liability (ERL) for each project and meets with the Exit Strategy Program Manager to present and discuss the EAC and ERL to ensure accounting for the portfolio is current, accurate, and complete. Determines loss reserve and insurance recoverables and prepares analyses to document available insurance and project profitability. Drafts and updates key control procedures outlining the Exit Strategy review process and reviews Exit Strategy accounting. Prepares periodic restatement of portfolio contract values and EACs during recapitalization. Works with Tax Accountants and Financial Accountants to provide project portfolio information. Prepares financial statement disclosure statements on project portfolio. Provides oversight to a Government Accounting Specialist to delegate responsibilities to ensure that work performed is current, accurate, and complete; provides training to ensure updated knowledge of FAR and other federal and state policies and procedures.
Qualifications
Education & Experience Requirements:
Master's degree in Business Administration or related field (willing to accept foreign education equivalent) plus three (3) years of experience preparing Federal Acquisition Regulation (FAR) compliant Indirect Cost Rates (ICRs), managing government client and Indirect Cost Rate (ICR) audits, Cognizant agency audits, and complex Exit Strategy project accounting.
Or, alternatively:
Bachelor's degree in Business Administration or related field (willing to accept foreign education equivalent) and five (5) years of experience preparing Federal Acquisition Regulation (FAR) compliant Indirect Cost Rates (ICRs), managing government client and Indirect Cost Rate (ICR) audits, Cognizant agency audits, and complex Exit Strategy project accounting.
Required Skills:
  • Demonstrated expertise (DE) leveraging Federal Acquisition Regulation (FAR) cost principles, FAR compliance, FAR Part 31 - Contract Cost Principles and Procedures, and Cost Accounting Standards (CAS);

  • DE utilizing advanced knowledge of Microsoft Excel and Deltek Vision accounting software;

  • DE preparing Estimate at Completion and Environmental Remediation Liabilities documentation; and,

  • DE performing financial analyses and reporting leveraging Generally Accepted Accounting Principles (GAAP), CAS, and FARs.
