Job Title: Select Plant-Derived Product (HEMP & KRATOM) Program Manager - P00407
Division: Regulatory & Environmental Affairs
Headquarters: Guthrie Agricultural Center, Charleston, WV
FLSA Status: Exempt
Nature of Work:
An employee in this position manages and promotes the West Virginia Department of Agriculture's Select Plant-Derived Products Program on a statewide basis. This position is responsible for the planning, regulating, and coordinating activities needed for statutory compliance, registration, and inspection responsibilities for hemp, kratom, and other SELECT PLANT-DERIVED PRODUCTs in WV Code. This position reports to the Assistant Director of Regulatory Programs, Deputy Director of Operations and Divison Director.
Examples of Work:
  • Supervise and assist compliance, regulatory and registration staff to carry out statutory responsibilities.
  • Issues certificates to retailers and manufacturers on behalf of the Commissioner.
  • Manages hemp product and retail registration including data entry and label review.
  • Assists with updates to statutory rules and fees.
  • Assist with the promotional development and outreach for the hemp, hemp product industry, and SELECT PLANT-based derivative industry in WV.
  • Conduct and attend meetings of business, government, and industry in relation to hemp and product topics.
  • Provide technical assistance to retailers, producers, and distributors.
  • Assist with responses to consumer complaints.
  • Attend state and national meetings and training seminars as needed.
  • Complete all tasks and duties of the position in conformance and compliance with the Hemp Products Program.
  • Complete training plans that ensure adequate knowledge of each hemp regulatory program required to adequately perform their work assignments.
  • Assist with the development of hemp product licensing and regulations.
  • Assist with the coordination, scheduling and record keeping of hemp product inspections.
  • Assist with the creation of educational programs for hemp product registration.
  • Assist with improving the publics' understanding of hemp product regulation and registration.
  • Works with field staff on product surveillance and chain of custody of product samples.
  • Manages the database of hemp product and retailer registrations to maintain inventory of hemp products with addresses of physical sales locations as well as an inventory of products sold online (including address and contact information of sellers).
  • Provides regular reporting on program data.
  • Works with law enforcement, DEA, and FDA
  • Other duties as assigned.
Working Conditions:
Frequently bend, squat, stand, sit, climb, kneel, reach above shoulder level, push/pull and/or walk for extended period, and operate motorized equipment. Must be able to lift/carry 50 pounds. Work requires being outdoors in extreme weather including heat, cold, rain and snow.
Knowledge, Skills, and Abilities:
  • Knowledgeable of the hemp product and SELECT PLANT-based derivatives industry.
  • Strong desire to learn and assist in the development and management of WV's hemp products program.
  • Possess a working knowledge of computer programs (including Microsoft applications) and skills.
  • Ability to comprehend and apply complex laws and regulations in diverse situations.
  • Ability to communicate clearly and concisely in verbal and written form.
  • Ability to make public presentations to industry, schools, professional and community meetings.
  • Ability to perform calculations.
  • Ability to determine program needs.
  • Ability to reason and analyze complex situations.
  • Ability to organize and carry out work assignments.
  • Ability to maintain electronic and hardcopy records related to program operations.
Minimum Requirements:
Education: Bachelor's Degree, Master's preferred, in natural sciences, agriculture, cannabis studies, or relevant field from an accredited college or university.
Experience: Five years of employment in cannabis related field
Additional Requirements:
  • Valid Driver's License.
  • Satisfactory completion of pre-employment drug testing.
  • Satisfactory completion of pre-employment law enforcement background investigation, including DMV records.
  • Must maintain a positive image of the Commissioner, West Virginia Department of Agriculture, and the State of West Virginia.
