Summary
With oversight from leader and senior analysts, the Security Technical Analyst will assist in developing, designing, reviewing and coordinating Nuclear Security Division (NSD) policies and procedures for Access Authorization and Fitness for Duty (FFD).
Evaluates and conducts background investigation elements (i.e. criminal history, employment, unemployment, suitable inquiry, credit, education, military and references) in accordance with regulatory requirements to determine eligibility of individuals requesting unescorted access to protected/vital areas of Palo Verde.
This includes FFD Program Administrators, Security Officers, Appendix B clearances and advertisement of unescorted access soft offers for APS new hires.
Provides technical guidance of unescorted access authorization regulatory requirements.
Assists in providing direction and oversight to all plant work groups including Fitness for Duty and Medical to ensure compliance with regulatory requirements that impact programs governed by the NRC Orders and NEI 03-01, 10 CFR 73.55, 73.57 and 10 CFR Part 26.
Completes work under the review and approval of a Reviewing Official (RO).
Minimum Requirements
Associates degree in related field and one (1) year of experience in Security or other job related field.
In lieu of Associates degree, high school diploma/GED plus three (3) years experience in Security or other job related field (as evaluated by Management).
Must maintain Unescorted Access eligibility as required by NEI 03-01 Section 11.1 in which the outcome is a favorable determination based on a multifaceted background investigation.
Nuclear requirement:
Any PVNGS employee may be called upon to serve as a member of the Emergency Response Organization (ERO) and will be expected to fulfill their obligation as an ERO member.
Any PVNGS employee may be called upon to support a refueling or short-notice outage.
This includes line roles and responsibilities as necessary to execute outage activities.
These are a condition of employment at PVNGS.
Major Accountabilities
1) Under the oversight of a Reviewing Official (RO), reviews, investigates and evaluates all data collected about an individual including potentially disqualifying information as it relates to an individual's trustworthiness, reliability and fitness for duty.
This includes conducting interviews and investigations with subjects, employers, associates, references and other knowledgeable individuals; reviewing appropriate records to obtain facts to resolve all material issues to establish the background reputation, character, suitability, reliability, trustworthiness or qualifications of the subject under investigation; working with local law enforcement organizations, courts, educational institutions and other businesses to complete background investigations; evaluating the potential insider threat based on an accumulation of information; investigating and evaluating legal actions to determine if additional action is required; reviewing facts involved in an unfavorable employment termination or resignation in lieu of termination to determine whether or not the behavior cited as the reason for unfavorable termination or resignation in lieu of termination by an employer may also make the individual untrustworthy or unreliable.
2) Reviews, revises and evaluates licensing documents (i.e., Security Plan, NRC Orders, NEI 03-01) and station procedures to ensure regulatory compliance. Self-assesses and develops changes as necessary. Develops and maintains programmatic and implementing procedures by correctly translating documents and applicable regulatory and industry standards.
3) Maintains and coordinates regulatory required programs (i.e., Badging, PADS and Scientech Data bases).
4) Coordinates and provides oversight for the corrective action program for Access Authorization and Badging. Identifies and presents trends and performance indicators for the division.
5) Maintains programmatic and implementing procedures by correctly translating technical data input to ensure compliance with all applicable regulatory and industry standards.
6) Performs technical reviews of procedure changes and data base modifications to ensure regulatory compliance and consistency.
7) Participates in technical and programmatic assignments requiring multi-discipline project management
8) Maintains knowledge of specific Access Authorization programs and industry operating experiences by participating in the industry operating experience reviews (OERs) and use of nuclear industry data sources.
9) Assists regulators and insurers during site inspections and audits to ensure regulatory compliance.
10) Under the oversight of a Reviewing Official, authorized to add or manipulate data linked to the information about individuals who have applied for unescorted access.
11) Shall be Knowledgeable and Practiced (K&P) and able to be an audit team member who has current or previous experience with the Access Authorization Program.
12) Under the oversight of a Reviewing Official, acts as the site administrator for Personal Access Data System (PADS) used by the industry.
13) Consults with management, licensing, legal, and subject matter experts in matters of regulatory significance raised for best approach for addressing such concerns and regulatory violations.
14) Facilitates, investigates, documents and resolves allegations raised by individuals in a confidential and professional manner in accordance 10 CFR 73.56. Interfaces with internal departments (i.e. Legal, Human Resources, Licensing, etc.) regarding trustworthy and reliability concerns to ensure the appropriate investigation(s) and resolutions(s) are completed.
