The Security Officer performs complex (journey-level) security work and is responsible for maintaining a secure and protective environment at the Texas Center for Infectious Disease Hospital by observing, taking action, and reporting incidents or security violations involving the patients and initiating emergency response as appropriate. Primary work involves monitoring alarms and surveillance cameras, patrolling the buildings and grounds, checking badges or proper identification at the campus gate, and handling after-hours emergency calls that would enhance the safety of hospital patients, employees, and visitors. The Security Officer disseminates and coordinates emergency responses and information, and notifies facility management and law enforcement if appropriate, in the event of emergency and/or security violation situations. The Security Officer is responsible for identifying unfamiliar persons on campus and within the units as captured on surveillance cameras and during routine patrols. Ensures appropriate lighting for the safety of patients, staff, and visitors. Works under limited supervision with considerable latitude for the use of initiative and independent judgment. Completion of work requires the use of established methods and/or techniques and decisions are varied but based on well-defined guidelines.
Performs other duties as assigned. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
This position may be eligible to earn additional pay for work performed on evenings, nights and/or weekends.

Essential Job Functions:
1. Attends work on a regular basis and may be required to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy and performs other duties as assigned.
2. Monitors surveillance cameras in TCID buildings for unauthorized persons, fires, and unusual occurrences and incidents and reports emergencies immediately upon discovery.
3. Conducts routine patrol of buildings and grounds to deter and detect sings of intrusion and ensure security of doors, windows and gates.
4. Handles the dissemination and coordination of emergency responses and information, and notification to facility management and law enforcement personnel, if appropriate, in the event of emergency and/or security violation situations.
5. Plans, evaluates, and monitors performance indicators for Joint Commission and Quality Management.
6. May assist with training.
7. Prepares timely and accurate environment of care reports, incident reports, and other investigative reports relative to emergencies and/or security violations.
8. Attends work on a regular basis and may be required to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy and performs other duties as assigned.
9. Communicate effectively and work cooperatively with hospital staff and community stake holders to ensure an effective work environment.
10. Maintain a high level of confidentiality regarding patient, visitors and staff’s information to remain in compliance with legal requirements and to maintain a professional work environment.
11. Use sound coaching techniques to solve disciplinary problems.
12. Effectively communicates upward, downward, and laterally.
13. Effectively formulates strategies, tactics, and action plans to drive performance measures.
14. Encourages collaboration with the team.
15. Develops continuous improvement methods.
16. Knowledge Skills Abilities:
1. Knowledge of building and grounds, patrolling techniques, admissions & exit rules, and regulations.
2. Knowledge and skill in the use of personal computer for data entry and word processing to include Microsoft Word, Excel, PowerPoint and Outlook.
3. Ability to move up to 50 lbs. with or without assistance.
4. Ability to perform investigative procedures, conduct searches and obtain necessary facts and write detailed reports of incidents occurring on the campus grounds.
5. Ability to write clear, concise and accurate reports.
6. Customer service oriented.
7. Ability to remain calm under pressure and handle crisis situations.
8. Ability to learn rapidly and adapt quickly to changing situations.
9. Critical thinking and sound judgment.
10. Ability to communicate effectively both verbally and written.

Registration or Licensure Requirements:
1. Must possess a valid Texas driver license or obtain it no later than 90 days after hire date to drive a state vehicle. Applicants with an out-of-state driver license must provide an original certified driving record from the state of driving licensure. Eligible driving record required based on HHSC Fleet Management policy.

Initial Selection Criteria:
1. Preferred minimum of three (3) years’ experience in security or law enforcement related work.
2. Preferred experience working in a hospital setting.
3. Graduation from an accredited high school or GED.

Additional Information:
Applicants must pass a fingerprint criminal background check, pre-employment drug screen, and registry checks including the Client Abuse/Neglect Reporting System (CANRS), Nurse Aid, Medication Aide and Employee Misconduct, and HHS OIG list of Excluded Individuals/Entities. Males between the ages of 18-25 must be registered with the Selective Service.
All applicants must be at least 18 years of age to be considered for employment at a state-operated facility. Waco Center for Youth applicants must be at least 21 years of age.
Flexibility in work hours may be required for this position. The position may be required to work overtime and/or extended hours.
Compliance with DSHS immunization policy and TCID operating procedures related to immunizations is required. According to the Centers for Disease Control and Prevention, healthcare workers are considered to be at significant risk for acquiring or transmitting hepatitis B, measles, mumps, rubella, varicella (chicken pox), tetanus, diphtheria, pertussis (whooping cough), and influenza. All these diseases are vaccine preventable. As a result, TCID policy requires employees be vaccinated according to their level of contact with individuals. In the event you choose to not be immunized for the influenza virus, you may be required to wear a mask and take other protective measures.
