Duties
  • Grants access to persons, denies entry or arranges for escorts, as appropriate.
  • Inspects containers, personal property, documents on private, commercial and governmental vehicles, exercises tact, courtesy, and firmness in the performance of all force protection duties.
  • Confiscates unauthorized or otherwise controlled items, and to detain those suspected of criminal or other illegal activity until law enforcement official arrive.
  • Performs and resolves a full range of both standard procedural and non-recurring/unusual visitor access assignments.
  • Operates and performs research queries on the National Crime Information Center (NCIC) workstation terminal(s) in accordance with (IAW) federal and state laws.
  • Provides authoritative guidance and information on security regulations and procedures, exercising sound judgment and discretion in response to telephone and in-person security inquiries.

Requirements
Conditions of Employment
  • Incumbent must be able to obtain and maintain eligibility at the Secret level using a Tier 3 background investigation.
  • Incumbent must be able to obtain and sustain state certification for operating the National Crime Information Center (NCIC) terminals.
  • In accordance with Army Regulation 190-56, requirements of Individual Reliability Program apply. Incumbent is expected to maintain a high standard of conduct; must be assessed under the Individual Reliability Program.
  • In accordance with Army Regulation (AR) 600-85, a DA Form 5019R Condition of Employment must be assigned for mandatory drug testing. Drug testing designated position. Individual agrees to submit to a urinalysis on a recurring basis.
  • Shift work is required, or a change in work shift may be necessary. Fluctuating tours of duty to include evenings, nights, weekends and holidays. Overtime may be required as directed and is subject to recall for periods of emergency overtime.
  • Incumbent must be Proficient in use of firearms/weapons, must pass an initial qualification, and qualify semi-annually in the use of firearms/weapons. All weapons training and qualifications conducted in accordance with Army Regulation 190-56.
  • Incumbent must undergo and pass annual medical exams of physical, emotional, and mental stability. Standard for medical exams is prescribed in Army Regulation 190-56, "The Army Civilian Police and Security Guard Program".
  • Incumbent must successfully complete Security Guard training.
  • Incumbent must be trained and maintain current required certifications in Cardiopulmonary Resuscitation (CPR) techniques and must know first aid. May act as a first responder in a medical emergency.
  • Incumbent may be required to wear chemical protection masks, gloves, and other protective equipment, and may be required to be certified in the use of aerosol irritants and baton.
  • Incumbent will be required to maintain physical conditioning and pass an annual physical agility test (PAT) as outlined in Army Regulation 190-56, "The Army Civilian Police and Security Guard Program".
  • Incumbent must be fully qualified to operate a government vehicle. Must possess or obtain and maintain a valid state driver's license. Loss of license may result in removal from the position.
  • Must wear the Department of the Army Security Guard (DASG) uniform in accordance with Army Regulation 190-56, maintaining a high state of appearance and hygiene.
  • Employee must obtain and maintain applicable certifications in operating various electronic equipment and sensors.
  • Must not have any medical condition that precludes the wearing of a chemical protective mask and over garments.
  • Employee must be able to perform as a member of the installation's overall security response capability. The duties/training require incumbent to carry/deploy a riot baton, carry a protective shield and employ non-lethal ammunition if necessary.
  • This position may require a Temporary Duty (TDY) or business travel requirement of up to 25% of the time.
  • Employee must meet the requirements under the Lautenberg Amendment/Domestic Violence Misdemeanor Amendment to the Gun Control Act of 1968.
  • Mission Essential Position: Incumbent is required to report for duty during inclement weather, natural disasters and other emergency situations as directed.

Competition for Security Guard positions is restricted by law to persons entitled to veterans' preference as long as such applicants are available for appointment. Applications will be accepted from non-preference eligibles; however, these applications will not be considered if preference eligible applicants are available. Note: An agency may fill a restricted position with a non-preference eligible by position change (promotion, demotion, or reassignment) from among current permanent department of the Army employees.
In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: Provide protective service work (e.g. inspect containers, personal property, vehicles) in guarding Federally owned or leased buildings and property from hazards such as trespass, theft, fire, and accidental or willful damage and destruction; Control installation access, or restricted areas, by validating entry/authenticates identification through the use of identification cards, badges, or access control systems ; Protect and prevent loss of materials or processes which are important for national defense, for public health or safety, or as national treasures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).

Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.
