Job description

ICF has offices in the US, UK, Asia, Europe and worldwide. We provide evaluation, research and analytical services to governments, regulators, and international institutions across a range of policy areas and issues. We are looking for an experienced Security Advisor to join our established and expanding team to support our Operating Groups in the US and Europe & Asia (E&A) particularly to support our International Development work, and other projects we pursue in remote locations or where staff security risks are elevated.
This position will be responsible for maintaining our duty of care platform, to enhance the robustness of this platform and to position ICF for new growth in challenging contexts, including fragile and conflict-affected states in coordination of ICF's International Operations team.
The ideal candidate has experience in security management or equivalent and have worked in support of projects in multiple fragile states across Africa and Asia. You will understand the need for developing or maintaining continuity of operations/contingency plans for the main offices and remote locations of ICF and be able to provide both strategic advice and practical implementation support to our project teams. You will be able to work well in teams and be willing to travel to support our operational teams to assess issues and risks in an appropriate and practical manner. You will liaison with our external security providers for updated risk assessments and training provision, as well as make recommendations about any new supplier needs to support our work.
Primary Responsibilities:

  • Maintain, improve, and revise existing security procedures and policies, including continuity of operations planning for ICF offices, as needed.
  • Maintain incident and crisis management capacity and preparedness for the operating groups; and provide support as part of the crisis management team during crisis situations.
  • Advise and develop mitigation strategies of our security risks for projects and prospective bids within our duty of care framework.
  • Contribute to proposal development in the area of security and duty of care, as needed, including providing security budgets.
  • Directly interact with staff; advising and assisting with security arrangements for trips to support duty of care for staff on travel or in the field.
  • Ensure appropriate systems are in place to provide timely support to those travelling when issues arise; be able to coordinate support-including after-hours--as required.
  • Assess security training and risk management needs across the organization; develop and deliver or coordinate appropriate security related materials for team members to meet their risk management needs.
  • Provide coaching and mentoring to ICF security focal points within the business.
  • Liaise with ICF's security providers in coordination with Project Managers regarding specific security issues and assessments to make appropriate recommendations on safe operating locations and approaches including assessing security risk for start-up or closeout of in country operations.
  • Create and maintain tracking and data reporting tools to support business decisions both within Corporate Security and for the larger company.
  • Assist with the update and maintenance of the company's business continuity plan including advising on and assisting with training, outreach, planning, exercise, and operational materials associated with this plan.

Basic Qualifications:
  • 5+ years of relevant professional experience of security management, ideally in the context of private sector, NGO, or intergovernmental agency operations, including experience of working in fragile and conflict affected states.
  • 3+ years' experience in setting up and reviewing organizational security policies and procedures and implementing them at both a strategic and operational level.
  • 3+ years' experience running security-related training programs

Preferred Qualifications:
  • Degree or professional training in Security Management or a related field, or a comparable level of work experience.
  • Physical Security Professional (PSP) certification
  • 7+ years of relevant professional experience of security management, ideally in the context of private sector, NGO, or intergovernmental agency operations, including experience of working in fragile and conflict affected states.
  • Experience in security management or equivalent and have worked in support of projects in multiple fragile states across Africa and Asia
  • Excellent written and spoken English skills.
  • Good interpersonal skills and ability to communicate complex information to a range of levels and stakeholders in different cultural contexts, and to be influential and credible.
  • Experience of working in an international environment with culturally diverse stakeholders from different countries and backgrounds.
  • Ability to be flexible to handle multiple priorities and thrive on complexity.
  • Strong project management skills including negotiation, prioritization, delivering to deadlines, and budget management.
  • Proven coaching and mentoring skills and an approach that builds capacity rather than dependency. Experience of leading, managing and motivating others is desirable.
  • Willing and able to travel internationally, on an as needed basis.
  • Familiarity with business continuity planning concepts, operations and exercises is a plus.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:
$68,325.00 - $116,152.00
