Section Manager - Hazardous Waste Management

Schedule: Monday - Friday
This is highly responsible managerial, administrative, and technical work managing the operations of two sections within the Solid Waste department. Work involves responsibility for the leadership, organization, direction, and coordination of the day-to-day operations of the sections including working with the Department Director on critical issues and organizational policies. The incumbent makes important procedural and operational recommendations to ensure maximum management efficiency. This position manages two sections within the Solid Waste department: the Business Waste Assessments Section (BWAS) and Household Hazardous Waste (HHW). It supports and guides supervisors, lead workers, and staff in program and project development, to meet program goals and state-mandated requirements. This position leads the development of the operating budget for the sections and establishes goals and objectives for programs, supervisors, and lead workers. Work is performed under general supervision with considerable independent judgment and initiative exercised in carrying out the daily operations of the sections. This position reports to the Operations Management Section Manager.

Essential Job Functions
- Assists with the development of general policies, in consultation with the Operations Management Section Manager and others.
- Completes special projects and coordinates special department initiatives, as assigned.
- Develop supervisor and lead workers in project planning and management for maximum utilization of staffing, assets, and equipment services.
- Establishes goals and objectives for subordinate supervisors and staff within the specific sections.
- Investigates and resolves various program-related issues or problems and complaints including incident reports, after-action reviews, and correspondence.
- Manages and administers contracts including review and inspection of work, evaluating performance, and approving invoices.
- Manages and participates in the division and sections work plans and develops program budgets, reviews standard operating procedures, and tracks department performance plans.
- Manages the programs and activities of two sections within the Solid Waste department.
- Manages, plans, reviews, and inspects the work of subordinate supervisors and staff engaged in activities relating to the management and operations of the BWAS and HHW sections.
- Manages, supports, and guides supervisors and subordinates in program and project development.
- Performs related work as assigned or required.
- Plans and develops procurement initiatives for solid waste, Hazardous Waste, and recycling program consultants, and contractors.
- Provides administrative support to the Operations Management Section Manager and director in any phase of the sections’ management.
- Provides recommendations, presentations, and reports on a variety of planning-related functions.
Position Specific Requirements
- Seven (7) years of progressively responsible technical, professional, and administrative functions in project management, engineering, environmental management, or a related field that includes formal supervisory training, one (1) year of team leadership, or one (1) year of supervisory experience; or
- Bachelor’s degree and three (3) years’ experience as described above; or
- An equivalent combination of education, training, and experience.
Licensure / Certification
- FEMA ICS 100, 200, and 700 certifications within six (6) months of hire.
- Florida Driver's License or Florida Commercial Driver’s License
- OSHA 30-hour General Industry certification within six (6) months of hire.
- OSHA 40-hour Hazardous Waste Operator and Emergency Response (HAZWOPER) certification within six (6) months of hire
- SWANA Household Hazardous Waste & VSQG Collection Operations certification within one (1) year of hire.
- NAHMMA SQG New Inspector Training within one (1) year of hire.
Highly Desirable
- Solid Waste operations experience
Knowledge, Skills, and Abilities
- Knowledge and understanding of the management of solid and Hazardous Waste Management business and technical processes.
- Knowledge of budget and accounting principles, practices, and procedures, as applied in a large organization including contract management.
- Knowledge of chemical material end-of-life processing for cradle-to-grave responsibilities.
- Knowledge of chemicals and their properties for segregation, storage, and shipment.
- Knowledge of collection programs, business compliance and assistance, public education, and outreach related to solid and Hazardous Waste Management.
- Knowledge of federal, state, and local laws that govern solid and Hazardous Waste Management.
- Knowledge of Hazardous Waste Manifests, Drum Logs, and Certificates of Disposal.
- Knowledge of personnel management; including conducting the hiring process, making recommendations for hiring; providing direct supervision, including planning, and assigning tasks, evaluating performance, providing personal development opportunities, and recommending disciplinary action when appropriate.
- Knowledge of the principles, practices, and procedures of public and business administration, as applied in a large organization.
- Skill in advanced leadership techniques and practices to evaluate and determine organizational goals and objectives, maximizing the effectiveness of organizational work units through staff selection and assignments.
- Ability to apply computer applications and software.
- Ability to communicate effectively, both written and orally and to make effective presentations to various groups.
- Ability to develop bid/proposal specifications; knowledge of bidding/RFP procedures with the ability to develop, write, negotiate, and administer contracts.
- Ability to develop program evaluations to measure the successes and challenges of the programs.
- Ability to develop, conduct, and participate in research studies, analyze information, and formulate recommendations based on studies.
- Ability to interact effectively, establishing good working relationships with staff, other county organizations, agencies, state officials, consultants, contractors, and the public.
- Ability to manage the sections to align with the County’s strategic vision and mission.
- Ability to plan and direct the work of a large staff of professional and support employees maintaining effective work relationships with the staff, other departments, and the public.
- Ability to plan, supervise, and coordinate long-range technical and administrative programs.
- Ability to plan, supervise, and coordinate technical and administrative programs including data management, budget planning, tracking, forecasting, and creating new databases.
