General Summary & Essential Responsibilities
JOB SUMMARY
Performs technical and field work protecting Charlotte County's natural resources including wetlands, listed wildlife species, and native habitats by managing environmental parks, preserves, easements, and mitigation lands. Prepares and implements management plans for environmentally sensitive land in compliance with current Land Management practices and local, state and federal requirements for listed species on public lands.
ESSENTIAL JOB FUNCTIONS
  • Reviews and implements assigned habitat management plans: plans and conducts prescribed burns; identifies and treats exotic and invasive plants.
  • Conducts listed species surveys and flora monitoring; and maintains an inventory of listed species and vegetation communities within the County.
  • Organizes and analyzes data to be used for internal projects, county-wide projects, and for statewide agencies working to protect Florida's wildlife and natural resources.
  • Prepares and submits purchase requisitions and work orders for habitat management activities, such as fences, herbicides, and special events; and monitors related contracted work.
  • Prepares grants for natural resource protection; monitors and ensures adherence to grant requirements.
  • Conducts educational outreach: prepares, writes and distributes educational materials; and makes presentations to civic groups, schools, conferences, etc.
  • Leads volunteer groups involved in Land Management projects: identifies priorities and assigns work; and coordinates logistics and materials to complete projects.
  • Provides exceptional customer assistance, problem-solving, and/or complaint resolution by all forms of communication.

Min. Education, Licenses and Certifications
QUALIFICATIONS
Education and Experience:
  • Bachelor's Degree
    1. Preferred:
      • Science education
      • Natural sciences
      • Ecology
      • Wildlife conservation
  • Preferred: One (1) year of experience in environmental conservation and natural resource management.
  • Or an equivalent combination of relevant training, education and experience.
  • Licenses and/or Certificates:
    • Must maintain a valid driver's license.
    • Within eighteen (18) months of position assignment:
      1. Must maintain the following Land Management certifications and licensures:
        1. Basic Wildland Firefighter S-130/S-190
        2. Natural Areas Pesticide Applicator through Florida Department of Agriculture and Consumer Services (FDACS)
        3. Gopher Tortoise Agent through Florida's Fish and Wildlife Conservation Commission (FWC)

    Knowledge, Skills and Abilities

    • Knowledge of Microsoft Word, Excel, PowerPoint, and other job-related computer programs and software applications.
    • Knowledge of Florida's native ecosystems, flora, and fauna.
    • Knowledge of the regional, state and federal regulations regarding listed species.
    • Knowledge of the principles and practices of Land Management.
    • Knowledge of operations and practices of local government.
    • Knowledge of the functions and operating methods for standard automotive and construction equipment.
    • Strong analytical and research skills.
    • Strong written and oral communication skills to include public speaking.
    • Skill in prioritizing and organizing work.
    • Skill in the use of office equipment such as a computer, multi-line telephone system, scanner, fax machine, and copier.
    • Ability to identify common and listed vertebrate and plant species, vegetation communities, and wetlands.
    • Ability to analyze and interpret departmental functions, procedures and policies.
    • Ability to interpret and use aerial photography, GIS, road maps, etc.
    • Ability to effectively manage multiple tasks with multiple deadlines.
    • Ability to make recommendations and to use resourcefulness and tact in solving new problems.
    • Ability to ascertain priorities and meet deadlines and objectives.
    • Ability to develop effective proposals.
    • Ability to operate a motor vehicle.
    • Ability to effectively and safely utilize hand tools and power tools including but not limited to machete, knife, hammer, saw, chainsaw and/or pole saw.
    • Ability to provide internal/external guidance and customer assistance via all forms of communication.
    • Ability to maintain accurate records and reports.
    • Ability to use computers for data entry, word processing, and/or accounting purposes.
    • Ability to author reports, business correspondence, and procedure manuals.
    • Ability to establish and maintain effective working relationships with managers, service providers, other employees, and the general public.

    Supplemental Information
    PHYSICAL DEMANDS
    Stooping, crouching, walking, pulling, grasping, hearing, seeing up close, seeing far away, kneeling, reaching, pushing, talking, standing, finger movement, repetitive motions, depth perception, wading. Frequent lifting of up to 25 pounds; occasional lifting of up to 50 pounds.
    WORK ENVIRONMENT
    Work is primarily performed outdoors and requires tolerance to heat, sun, wind, rain and/or other adverse environmental conditions such as; biting/stinging insects irate customers, extreme noise, odors, heights and/or dust.
    RISK/SAFETY CONDITIONS
    This position requires moderate exposure or risk related to physical and/or mental health and safety (e.g., exposure to environmentally hazardous materials, heavy equipment, assault and battery, pathogens, etc.).
