What You Will Do
This posting is for an IT Project Manager 2 (Scrum Master) in the Information Technology Project Management (ITPM) Group in the Program Strategy & Execution Division, which is part of the Associate Laboratory Directorate for Business Management (ALDBUS). The PSE-ITPM group provides IT project and program management, including Agile methodologies to ensure IT projects achieve success and deliver expected outcomes within scope, schedule, and budget.
This position will serve as a Scrum Master for multiple software application development projects. We're looking for someone with experience in Agile frameworks: scrum techniques and artifacts (such as definition of done, user stories, automated testing, backlog refinement); a track record of recent education in Scrum, such as training, conferences, user groups, self-study, etc.; knowledge of one or more Agile frameworks (Scrum, XP, Kanban, Nexus, LeSS, SAFe, Crystal, FDD, etc.); and knowledge and experience with Agile best practices (e.g. user stories, ATDD, TDD, Continuous Integration, Continuous Testing, Pairing, Automated Testing, Agile Games).
Working with a development team, the IT Project Manager/Scrum Master 2 facilitates the timely completion of multi-discipline information technology (IT) projects of low to moderate levels of complexity and scope and provides leadership throughout the entire project lifecycle to achieve project objectives and outcomes. The ideal candidate uses specific knowledge about Agile to lead other agile-experienced teams to achieve IT objectives, facilitates development teams to plan, track and execute work, and ensures adherence to quality standards. This position also understands and adheres to all Laboratory and regulatory guidance and governance specific to the project work while fostering a relationship with customers and stakeholders to understand and be responsive to their issues or concerns.
What You Need
Minimum Job Requirements:
  • Bachelor's degree with 4 years related experience; or equivalent experience and education (MS + 1 year; AS + 8 years; No degree + 12 years).
  • Excellent communication and servant leadership skills, problem-solving and conflict-resolution ability, and outstanding organizational skills.
  • Some knowledge of software development methodologies, tools, and processes, including source code control, application development tools and techniques, database design, development and management, programming languages, and component integration.
  • Knowledge and experience with successful Agile best practices and framework.
  • Experience using Agile project management software such as Jira/Azure DevOps.
  • Knowledge and experience in playing the Scrum Master role for at least one year for a development team.
  • Scrum master certification (CSPO, CSM, or equivalent).
Desired Qualifications:
  • Experience with Agile best practices and frameworks.
  • Knowledge of IT environments and application development methodologies.
  • Experience working in a government or national laboratory environment.
  • Experience being on various development teams in a variety of different contexts (different team sizes, different organizations, different cultures, co-located vs. distributed, etc.)
  • The Project Management Professional (PMP) credential.
  • Experience with Agile best practices and frameworks.
  • Knowledge of IT environments and application development methodologies.

Location: This position is designated as Hybrid and the selected candidate will perform work from a remote/home location within a two-hour ground commute of the Laboratory. This position's designation as Hybrid may be modified at the manager's discretion. Reporting onsite will be periodically required.

Directive 206.2
- Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.
Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the required period of continuous service, they may only apply for Laboratory jobs with the documented approval of their Division Leader.
