What You'll Do in This Position
Provide leadership to ensure that performance indicators and objectives are met. Provide senior level technical and complex search retrievals to meet the needs of internal and external organizations. Determine document classification for material that goes through the department. Analyze and evaluate information to design and create effective means of communication and develop performance indicators to meet DOE and NARA compliance. Perform searches and reporting on SRS Scientific and Technical Information requirements. Position may work in classified or unclassified areas.
Major Responsibilities

  • Safety is a primary responsibility in each job performed. Obtain safety training, obey safety rules, and make safety an integral part of each task. Take the necessary steps to stop work if continuing the job is unsafe or will create an unsafe condition.
  • Manage and/or lead the planning and scheduling of the Records Management Program, Document Control, or Reprographics groups. Research data, interpret information, determine hierarchy, and analyze data for complex searches and reports to meet requests and DOE Order compliance. Develop reports for DOE customer.
  • Manage and/or lead department and outside clients on records and document control processing, information sources, and information retrieval techniques. Determine the processing, issuance, and publication of controlled documents in compliance with DOE and NQA-1. Lead personnel in managing reprographics and GPO requirements. Develop and implement electronic document templates and tags which identify and define the use and purpose of specific information.
  • Represent and deliver Technical Information to senior management, DOE officials, and DOE oversight agencies. Evaluate and facilitate database enhancements to improve the search and retrieval services. Manage the schedule and assign personnel to perform records management and document control functions (e.g., records acceptance, verification, indexing, media conversion, storage, index search and records retrieval). Establish facility control rooms essential document, drawing, and emergency procedure files. Manage schedule for performing periodic assessments on control rooms. Manage findings, resolutions, and opportunities for improvement. Report findings to applicable facility management.
  • Determine appropriate record classification level, e.g., secret, confidential, UCNI.
  • Analyze and determine organizational direction and technology trends as well as industry standards and Site needs.
  • Identify and recommend necessary and desirable computer publishing information management hardware, software, and components. Develop system requirements and test plans. Lead acceptance testing and develop required documentation.
  • Implement programmatic changes and revise procedures as needed to address assessment results.
  • Manage self-assessment program for Records Management/Document Control in compliance with DOE and NQA-1 requirements. Ensure Site level procedures are reviewed and revised as Orders and contractual agreements are flowed down.
  • Manage process improvement and cost savings processes.
  • Ensure clarity, conciseness, accuracy, completeness, and readability of information intended for distribution.
  • Plan, schedule, and prioritize SRS Scientific and Technical Information data.
  • Serve as Department Records Coordinator for IT department.
  • Ensure that information to be released has gone through the public information review cycles.
Security Clearance Information
SRNS is required by DOE to conduct a pre-employment drug test and background review that includes checks of personal references, credit, criminal records, and employment history, and education verifications. Positions with SRNS may require applicants to obtain and maintain a DOE L or Q-level security clearance, which requires U.S. citizenship. Factors such as pre-employment background review results, dual citizenship status, and unpaid and/or unfiled taxes may impact your ability to obtain a security clearance. This list of factors is not exhaustive; pre-employment information and security clearance requests are reviewed on a case-by-case basis.

Qualifications We Require
High School Diploma, GED, or other equivalent State Credential
Qualifications We Desire
Clear understanding and application of Records Management and Document Control governing requirements and upper tier (NQA-1, NARA, DOE) documents. Proven experience in fulfilling a lead technical role in the development/delivery of information products and services; must be familiar with Document Control and Records creation technology platform Documentum (EDWS, EPFM. & CARDS)
College degree in business, computer science or MIS with related experience preferred.
Clear understanding and application of records management governing requirements and upper tier (MRP and DOE order) documents. This includes Site level policies, DOE orders, formatting guides, and other applicable governing documents.
Proven experience in fulfilling a lead technical role in the development/delivery of Information and Records Management products and services; or in supervising functional I&RM organizations.
Experience in the nuclear industry is desirable.
Preparation for certification as a Certified Records Manager (CRM) or a Certified Systems Professional (CAP) is encouraged. Membership in and Information and Records Management professional organization preferred.
